Book excerpt: Jens HETLAND & Teimuraz GOCHITASHVILI In contrast to oil, natural gas is usually routed through pipeline systems stretched from the wellhead to the end-user – although liquefied natural gas (LNG) is gaining increased interest; the commercialisation of natural gas fields is inherently linked to rigid transportation systems that require huge investments in tangible assets fixed to specific locations; the supply of natural gas is constrained by the transportation system, and requires access to appropriate infrastructure for transport and distribution; the trading of natural gas is traditionally associated with long-term contracts, albeit the duration per se of gas transport contracts appears to be less important after the deregulation of the energy markets. As diversification is strategically important to modern societies, the security of energy supplies becomes an inherent issue. In order to avoid situations of shortage, and to keep the price level stable, industrial nations are paying attention to the security of energy supplies. In brief terms this means that having more than one supplier of natural gas and more than one transport route would be strategically important. This also affects political issues and international law and regulations, economics, science and technology. The purpose of this book is to address opportunities extended from science and research pertaining to the exploitation and international trading of natural gas that involves transit countries. Book excerpt: Moving beyond most conventional thinking about energy security in Europe which revolves around stability of supplies and the reliability of suppliers, this book presents the history of European policy-making regarding energy resources, including recent controversies about shale gas and fracking. Using the United States as a benchmark, the author tests the hypothesis that EU energy security is at risk primarily because of a lack of market integration and cooperation between member states. This lack of integration still prohibits natural gas to flow freely throughout the continent, which makes parts of Europe vulnerable in case of supply disruptions. The book demonstrates that the EU gas market has been developing at different speeds, leaving the Northwest of the continent reasonably well integrated, with sufficient trade and liquidity and different supplies, whereas other parts are less developed. In these parts of Europe there is a structural lack of investments in infrastructure, interconnectors, reverse flow options and storage facilities. Thus, even though substantial progress has been made in parts of the EU, single source dependency often prevails, leaving the relevant member states vulnerable to market power abuse. Detailed comparisons are made of the situations in the Netherlands and Poland, and of energy policy in the USA. The book dismantles some of the existing assumptions about the concept of energy security, and touches upon the level of rhetoric that features in most energy security and policy debates in Europe.

Book excerpt: The background to this report, is an earlier report from the Trade and Industry Committee (HCP 279, session 2004-05, Fuel Prices, ISBN 0215024990), which examined the price increases in gas supply, during the summer and autumn of 2004, and the resulting rises in electricity prices (as about 40 per cent of electricity generation in England and Wales is gas-fired), and focused on the effects of the price increases on all types of energy customers. This report looks at the developments since that time, and sets out some conclusions and recommendations. It does seem that gas supplies this coming winter are likely to be tighter than was anticipated in February of 2005. Import rates of gas have increased due to the effects of the hurricanes in the Gulf of Mexico and the uncertainty about the extent and duration of the damage to the USAs gas production facilities with resulting unpredictability of demands for natural gas imports to the USA. The Committee states that it is extremely unlikely that domestic customers and the majority of businesses will suffer, but that the Government needs to pay close attention to any potential changes to this situation, and should pursue, in the Committees view, a single market within the EU. The Committee expresses disappointment that little progress has been made in dealing with the plight of some non-elderly vulnerable groups, in particular, disabled people. Although, the Government cannot directly affect the price of gas, the Committee believes it can ensure that there are no regulatory or economic barriers to maximizing gas suppliers and storage facilities, and further improving the functioning of the gas market by encouraging the energy liberalization in the European Union.
