This new chapter in U.S.-Iraqi relations after December is not an abandonment of Iraq. The United States remains committed to the bilateral Strategic Framework Agreement (SFA) which was entered into at the same time as the 2008 Security Agreement. The SFA sets out numerous areas for continued U.S.-Iraqi cooperation, including on defense and security issues. The United States has stood up a robust Office of Security Cooperation (OSC) at the U.S. embassy and sites across Iraq to manage security cooperation efforts in support of the Government of Iraq. By January of next year, this office will be administering nearly 370 military sales to Iraq, totaling nearly $10 billion.

The various possible means for prosecuting contractors under U.S. law in civilian or military courts are also detailed, followed by a discussion of possible issues for Congress. Since then, there has been a storm of debate in the United States and abroad about the appropriateness of this goal as a motivating factor for U.S. foreign policy. To the extent that Americans equate "ending tyranny" with toppling hostile regimes, as in Iraq, and replacing them with new forms of representative government, they are divided on the issue and increasingly suspicious of the prospects for success. But to the extent that Americans see "ending tyranny" as a broader, long-term response to the challenges posed by terrorism rooted in radical interpretations of Islam and the proliferation of destruction, a consensus seems to be emerging that this is an appropriate strategy for the nation and its allies. Should this broader strategy be sustained, it will have far-reaching effects on the institutions of the U.S. Government. This monograph explores the implications of this strategy and of key factors shaping the international security environment for the Department of Defense (DoD). The authors focused on DoD for two key reasons. First, the armed forces of the United States have been used to spearhead this new strategy, and they have achieved important successes. But it is also clear that, in several instances, U.S. armed forces are being called on to perform missions that are well outside their normal repertoire. If these missions represent a more permanent set of demands on the armed forces, more lasting changes need to be considered. Second, DoD is again involved in a major review of strategy, which follows on the recent Quadrennial Defense Review. This review and the period of implementation that will follow it offer the administration the opportunity to consider anew the demands of the international security environment, missions assigned to the armed forces, proper emphasis among those missions, and allocation of resources allotted to them.

Despite the calamitous destruction resulting from the sanctions, no serious attempts by legal professionals, academics or philosophers have been undertaken to address the full scope of the immorality and illegality of such a criminal and unprecedented mass punishment. Genocide in Iraq offers a comprehensive coverage of Iraq’s politics, its building, its destruction through aggression and sanctions, and an analysis of the legality of these sanctions from the point of view of international laws and human rights laws. It presents a detailed policy analysis indicating how, under Ba’ath rule, Iraq had risen to become-be fore 12 years of total sanctions were globally enforced-the most progressive and developed Arab nation in the Middle East. It then contrasts that rising nation to the devastated remains left in the aftermath of sanctions, which nonetheless was yet to endure, in 2003, the full force of the American “shock and awe” invasion. The book explains why, in modern times, imperialist powers felt it was necessary to occupy Baghdad. It also puts forward the uniqueness of Iraq as at the heart of both Sunni and Shi’a theology, arguing it was this very centrality of Iraq, which far outweighs the significance of Arabia in socio-economic, religious and geostrategic dimensions, that at the same time makes Iraq a target. It details the building of Iraq by the Ba’ath regime, part of which was done with remarkable speed, putting to rest the argument that other countries in the area were developed at a similar pace. It also details the devastation of Iraq by 2003 after 12 years of sanctions-a devastation so dreadful that by the UN’s own accounting, some 500,000 child deaths were due to it; a devastation so pervasive and overwhelming that two of the UN’s own key administrators of the sanctions program, Dennis Halliday and Hans von Sponeck, resigned in protest.

In addition, enough data are emerging to show that major changes are occurring in the patterns of violence that affect the future ability of the Iraqi government to bring security, stability, and development to the Iraqi people.

Extremist groups, such as al Qaeda in Iraq, lack, at least for now, the ability to incite factional fighting. U.S. troops have begun their drawdown. But the security situation is still shaky, and the end of U.S. occupation could bring consequences that could destroy Iraq's hard-won progress. Iraq's future stability and security depend mainly on two factors: first, whether the main political groups continue to engage peacefully in the political process and second, whether the Shi'a-led government of Iraq wields its growing political and military power responsibly. As the United States departs, a new RAND monograph, Security in Iraq: A Framework for Analyzing Emerging Threats as U.S. Forces Leave, offers decisionmakers a conceptual model to help assess the risks ahead--particularly of fighting among Iraq's main groups, many of which are sufficiently well armed to throw the country into a new cycle of violence. The book suggests that the most likely dangers are not necessarily the most consequential and points to what the United States can do to help guard against a renewed upsurge of large-scale factional conflict that would undercut both Iraqi and U.S. interests.
