Book excerpt: The multicultural region of Central Eurasia is living through its early post-independence years and as such serves as an ideal case to study and analyse theories of identity and foreign policy in a non-European context. Looking to re-introduce identity as a multidimensional factor informing state behaviour, this book analyses the experiences of the different Central Eurasian states in their post-independence pursuits. The book is structured into two broadly defined sections, with the first half examining the different ways in which the combination of domestic, regional, international and trans-national forces worked to advance one national identity over the others in the states that comprise the region of post-Soviet Central Eurasia. In the second half, chapters analyse the many ways in which identity, once shaped, affected foreign policy behaviours of the regional states, as well as the overall security dynamics in the region. The book also looks at the ways in which identity, by doing so, enjoys an intricate, mutually constitutive relationship with the strategic context in which it bears its effects on the state and the region. Finally, given the special role Russia has historically played in defining the evolutionary trajectory of the regional states, the book discusses the ways in which Russia itself and its post-cold war policies towards its former colonies have been conditioned by factors associated with Russia’s evolving post-Soviet identity. Book excerpt: Unresolved security issues in the South Caucasus have a direct and negative impact on the security interests of NATO and the U.S. They impede access to Central Asia and Afghanistan, threaten the security of needed energy resources as well as access to friendly allies in the Wider Middle East, and create an environment of instability that Russia can both exploit and perpetuate. Unresolved security issues there exercise a decisive and adverse effect on democratic reform, market-based development, and overall prosperity across the South Caucasus. Continuing shortfalls in these areas threaten to turn the region into a haven for transnational organized crime and even terrorism. This paper argues that the national security interests of NATO and its members in the South Caucasus, especially concerning the war on terrorism, NATOs obligations in Central Asia and Afghanistan, and the role of the Alliance in the Wider Middle East, have grown to such a degree that its interests would be significantly affected negatively by instability and unrest in the South Caucasus. The individual and collective interests of NATO members therefore suggest that a larger role of the Alliance in strengthening the security of the South Caucasus is warranted.

Book excerpt: The Azerbaijani people have been divided between Iran and the former Soviet republic of Azerbaijan for more than 150 years, yet they have retained their ethnic identity. The collapse of the Soviet Union and the emergence of an independent Azerbaijan have only served to reinforce their collective identity. In Borders and Brethren, Brenda Shaffer examines trends in Azerbaijani collective identity from the period of the Islamic Revolution in Iran through the Soviet breakup and the beginnings of the Republic of Azerbaijan (1979-2000). Challenging the mainstream view in contemporary Iranian studies, Shaffer argues that a distinctive Azerbaijani identity exists in Iran and that Azerbaijani ethnicity must be a part of studies of Iranian society and assessments of regime stability in Iran. She analyzes how Azerbaijanis have maintained their identity and how that identity has assumed different forms in the former Soviet Union and Iran. In addition to contributing to the study of ethnic identity, the book reveals the dilemmas of ethnic politics in Iran.
