The contract was awarded to AECOM Government Services (AECOM) for Global Maintenance and Supply Services in Iraq (GMASS). This contract supports a Multi-National Security Transition Command-Iraq (MNSTC-I) program to assist the Iraqi Army develop a logistics capability so that it can be self-sufficient. SIGIR reviewed three task orders under the contract; Task Order 3, for the renovation of maintenance facilities, the repair and maintenance of Iraqi Army vehicles and equipment, the purchase of a parts inventory, and on-the-job training; Task Order 5, which incorporated the requirements of Task Order 3, extends its period of performance, and transitions the maintenance and supply operations to Iraqi control; and Task Order 6, for refurbishing up to 8,500 High Mobility Multipurpose Wheeled Vehicles (HMMWVs) and training the Iraqi Army in their maintenance. The objectives of this report are to determine (1) the cost of the three task orders, (2) the outcome of the three task orders, and (3) the adequacy of contract oversight. What SIGIR Recommends SIGIR recommends that the Commanding General, MNSTC-I, negotiate an agreement with the Ministry of Defense for transitioning maintenance operations to the Iraqi Army. SIGIR identified a lesson learned on incorporating an assessment of the risks of increased costs and program failure in any similar force development initiatives. MNSTC-I concurred with SIGIR's recommendation that it should negotiate an agreement with the Ministry of Defense for transitioning maintenance responsibility to the Iraqi Army and that the agreement should identify each party's role and responsibilities, and identify a time line for achieving the goal.

The Commission, by Congressional mandate, studied U.S. Military use of contracts in Iraq and Afghanistan in order to evaluate and report on America's wartime contracting for logistics, reconstruction, and security. This paper examines the question as it relates to Army logistics contracting by reviewing recent history and doctrine related to contractors on the battlefield, examining how contractors can offset force structure, and offering case studies of contract costs versus military logistics. The paper also examines the problems with contract logistics and their recommended solutions concluding with a way forward that expands the professional contracting workforce, updates doctrine and training, and strengthens unit oversight of contractor activity - all part of the cost of contract logistics in the U.S. Army.

Book excerpt: A December 2006 amendment to the Special Inspector General for Iraq Reconstruction's (SIGIR) enabling legislation and an expanded mandate in the 2008 National Defense Authorization Act, P.L. 110-181, require that SIGIR prepare a final forensic audit report "on all amounts appropriated or otherwise made available for the reconstruction of Iraq." Under this requirement, SIGIR has undertaken a series of focused contract audits to examine major Iraq reconstruction contracts. The objective of these audits is to examine contract outcome, cost, and management oversight, emphasizing issues related to vulnerabilities to fraud, waste, and abuse. This report is the seventh in a series of focused contract audits. It examines reconstruction work contracted by the U.S. government and performed by Parsons Delaware, Inc. (Parsons). In March 2004, the U.S. Army Corps of Engineers, on behalf of the Coalition Provisional Authority, awarded Parsons a cost-plus award-fee contract (W914NS-04-D-0009) to provide design and construction services in Iraq' security and justice sector. This contract was one of twelve design-build construction contracts approved by the Deputy Assistant Secretary of the Army for Policy and Procurement to provide an overarching framework of construction capability to restore the Iraqi infrastructure. The contracts were issued in six defined work sectors, such as water, oil, transportation, and electric. The contracts were competitively awarded and included a two-year base period with three one-year option periods. This contracting approach was intended to allow continuity of operations and facilitate recompetition after the completion of these contracts.

Book excerpt: The Department of Defense (DOD) relies on contractors to perform many of the functions needed to support troops in deployed locations. For example, at Camp Arifjan, Kuwait the Army uses contractors to provide logistics support for operations in Iraq and Afghanistan. Contractors at Camp Arifjan refurbish and repair a variety of military vehicles such as the Bradley Fighting Vehicle, armored personnel carriers and the High-Mobility, Multi-Purpose Wheeled Vehicle (HMMWV). However, while contractors provide valuable support to deployed forces, we have frequently reported that long-standing DOD contract management and oversight problems increase the opportunity for waste and make it more difficult for DOD to ensure that contractors are meeting contract requirements efficiently, effectively, and at a reasonable price. In its fiscal year 2007 report, the House Appropriations Committee directed GAO to examine the link between the growth in DOD's operation and maintenance costs and DOD's increased reliance on service contracts. In May 2007 we issued a report that examined the trends in operation and maintenance costs at installations within the United States. A second report examining the cost impact of using contracts to support deployed forces is expected to be issued in 2008. In the interim we are issuing this report to you on the Army's Global Maintenance and Supply Services (GMASS) contract's multimillion-dollar Kuwait task order Task Order 1 because of the findings we uncovered during this engagement and the implications for waste of taxpayer dollars and the potential negative impact on the warfighter as well as on our redeployment from Iraq once a decision is made to do so.

When 'Operation Iraqi Freedom' was launched in March 2003, few, if any, of the Coalition's political leaders could have envisaged that within a few months the number of private contractors engaged to keep the troops supplied would exceed their actual combat strength. This alternative 'army' was not only to become the largest assemblage of contractors in living memory to accompany a military force into a war zone, but was also responsible for a fundamental transformation of how military logistics were delivered. This book explains how and why the US and UK governments became so dependent upon military contractors during the war in Iraq.
