Food security problems will not happen under situations of free trade and factors substitution in market economy, substantial storage and foreign exchange income. In modern China, food insecurity or great famine only happened in planned economy. To link tightly farm land size and grain yield and even food security is baseless both in theory and practices. The previous red line of 21 hundred million mu was already broken through. The current red line of 18 hundred million mu will also be broken through, in view of the process of industrialization and urbanization. In fact, farm land protection should focus on protecting the employment right of peasant in land.

Up to half of the children of these countries are still suffering from stunting and malnutrition. Soil degradation and poor crop yields are ubiquitous. Projects are almost always aimed at helping local people to solve their problems by growing for the market. In some countries, projects link poor villagers into cooperatives to produce a commercial output. In other countries, projects target more competent entrepreneurial villagers. Almost all these projects fail after several years. Even those that are successful make few inroads into the problems. While the slogan 'feeding the farmers first' comes from the Philippines, it is particularly applicable to much of Africa, where household food security can come from household production. This book explains how projects can be designed that increase food security through subsistence production. Focusing on particular people and projects, it gives a sociological analysis of why this is so difficult to manage. Climate change adds a further challenge, as changes in temperature and precipitation threaten agricultural productivity and the capacity to feed the world's population. This study assesses how serious the danger to food security might be and suggests some steps policymakers can take to remedy the situation.Using various modeling techniques, the authors project 15 different future scenarios for food security through 2050. Each scenario involves an alternative combination of potential population and income growth and climate change. The authors also examine the specific test case of a hypothetical extended drought in South Asia, to demonstrate the possible effects of increased climate variability on a particular world region. They conclude that the negative effects of climate change on food security can be counteracted by broad-based economic growthparticularly improved agricultural productivityand robust international trade in agricultural products to offset regional shortages. In pursuit of these goals, policymakers should increase public investment in land, water, and nutrient use and maintain relatively free international trade. This inquiry into the future of food security should be of use to policymakers and others concerned with the impact of climate change on international development.
