Increased global warming, the energy demands of China, India and other emerging economic powerhouses and the problems facing traditional and alternative energy sources have lead many to suggest that there will soon be a nuclear energy ‘renaissance’. This book examines comprehensively the drivers of and constraints on the revival, its nature and scope and the possibility that nuclear power will spread significantly beyond the countries which currently rely on it. Of special interest are developing countries which aspire to have nuclear energy and which currently lack the infrastructure, experience and regulatory structures to successfully manage such a major industrial enterprise. Of even greater interest are countries that may see in a nuclear energy program a ‘hedging’ strategy for a future nuclear weapons option. Following on from this assessment, the author examines the likely impact of various revival scenarios on the current global governance of nuclear energy, notably the treaties, international organizations, arrangements and practices designed to ensure that nuclear power is safe, secure and does not contribute to the proliferation of nuclear weapons. The book concludes with recommendations to the international community on how to strengthen global governance in order to manage the nuclear energy revival prudently. This book will be of much interest to students of energy security, global governance, security studies and IR in general.

Book excerpt: The US is currently on the brink of a nuclear renaissance that will result in near-term construction of new nuclear power plants. In addition, the Department of Energy's (DOE) ambitious new Global Nuclear Energy Partnership (GNEP) program includes facilities for reprocessing spent nuclear fuel and reactors for transmuting safeguards material. The use of nuclear power and material has inherent safety, security, and safeguards (SSS) concerns that can impact the operation of the facilities. Recent concern over terrorist attacks and nuclear proliferation led to an increased emphasis on security and safeguard issues as well as the more traditional safety emphasis. To meet both domestic and international requirements, nuclear facilities include specific SSS measures that are identified and evaluated through the use of detailed analysis techniques. In the past, these individual assessments have not been integrated, which led to inefficient and costly design and operational requirements. This report provides a framework for a new paradigm where safety, operations, security, and safeguards (SOSS) are integrated into the design and operation of a new facility to decrease cost and increase effectiveness. Although the focus of this framework is on new nuclear facilities, most of the concepts could be applied to any new, high-risk facility.

The book formulates a theory of nuclear socio-political economy which highlights six factors necessary for embarking on nuclear power programs: (1) national security and secrecy, (2) technocratic ideology, (3) economic interventionism, (4) a centrally coordinated energy stakeholder network, (5) subordination of opposition to political authority, and (6) social peripheralization. The book validates this theory by confirming the presence of these six drivers during the initial nuclear power developmental periods in eight countries: the United States, France, Japan, Russia (the former Soviet Union), South Korea, Canada, China, and India. The authors then apply this framework as a predictive tool to evaluate contemporary nuclear power trends. In the U.S., 104 commercial nuclear power reactors are licensed to operate at 65 sites in 31 States. For each site, there are onsite and offsite emergency plans to assure that adequate protective measures can be taken to protect the public in the event of a radiological emergency. Federal oversight of emergency preparedness for licensed nuclear power plants is shared by the NRC and Federal Emergency Management Agency (FEMA). This sharing is facilitated through a Memorandum of Understanding (MOU). The MOU is responsive to the President's decision of December 7, 1979, that FEMA take the lead in overseeing offsite planning and response, and that NRC assist FEMA in carrying out this role. The NRC has statutory responsibility for the radiological health and safety of the public by overseeing onsite preparedness and has overall authority for both onsite and offsite emergency preparedness. For planning purposes, the NRC defines two emergency planning zones (EPZs) around each nuclear power plant. The exact size and configuration of the zones vary from plant to plant due to local emergency response needs and capabilities, population, land characteristics, access routes, and jurisdictional boundaries. The two types of EPZs are: The plume exposure pathway EPZ extends about 10 miles in radius around a plant. Its primary concern is the exposure of the public to, and the inhalation of, airborne radioactive contamination. Countries around the globe have a need for more electrical generating capacity because of increases in population and increases in energy use per capita. The needs are constrained by the requirement that the ba- load energy source be economical, secure, and not emit climate-changing gases. Nuclear power fits this description. Therefore, many countries that have not had a nuclear power program (or only had a small program) see a need to develop one in the future. However, the development of a national nuclear energy program is not so simple. The purpose of the NATO Advanced Research Workshop on Nuclear Power and Energy Security was to contribute to our understanding of how these programs might evolve. The workshop took place 26–29 May 2009 in Yerevan, Armenia. Approximately 50 participants discussed the infrastructure that is needed and some of the reactor options that might be considered. The papers in this book helped define the discussion that took place. The infrastructure that is needed includes a legal framework, a functioning regulator, a plan for waste disposal, a plan for emergency response, etc. These needs were explained and just as importantly, it was explained what international, bilateral, and regional cooperation is available. Although there were many co- tries represented, the Armenian experience was of particular interest because of where the meeting was located. The papers on reactor options covered both innovative and evolutionary designs.
