Book excerpt: For more than half a century, U.S. leadership of the international system has been justified, in part, by claims of a positive relationship between global stability and domestic prosperity. However, there has been no empirical proof of this relationship, leading some prominent voices to question the value of today’s U.S. overseas security commitments. The U.S. Air Force asked the RAND Corporation to determine the extent, if any, to which the United States derives economic benefits from its overseas security commitments. Researchers estimated that U.S. economic losses from major retrenchments of U.S. overseas security commitments would be more than triple any gains, even using conservative assumptions. This visualization allows for comparisons among different estimated “gains” and “losses” from selected retrenchment levels and selected tax, spending, and trade multipliers. The data presented in this tool are drawn from the main report, Estimating the Value of Overseas Security Commitments.

Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. Book excerpt: Treaties and agreements are powerful foreign policy tools that the United States uses to build and solidify relationships with partners and to influence the behavior of other states. As a result, the overall U.S. portfolio of treaties and agreements can offer insight into the distribution and depth of U.S. commitments internationally, including its military commitments and 'presence' in a given country or region. However, despite their importance, there is currently no comprehensive record of current or historical security-related treaties signed by the United States that can be used for empirical analysis. To address the shortcomings in existing datasets and indexes to contribute to the study of U.S. security treaties and agreements, we have developed a new, more comprehensive treaty database that will enhance the ability of researchers to study the full portfolio of U.S. security agreements. This report discusses our approach to data collection and coding and also presents a summary of the database's content. Its appendixes define each individual variable used in the analysis. The database was developed as part of a larger project focused on estimating the economic value of U.S. military presence overseas. In the context of this larger project, the treaty database provided an alternative way to measure 'military presence.' In addition to using numbers of troops as a measure of presence, we also used numbers of security-related agreements, drawing on the information in the treaty database described in this report. This measure provided us with additional insight into the value and role of U.S. engagement and operations in overseas areas.

Book excerpt: Constructing International Security helps policy makers and students recognize effective third-party strategies for balancing deterrence and restraint in security relationships. Brett V. Benson shows that there are systematic differences among types of security commitments. Understanding these commitments is key, because commitments, such as formal military alliances and extended deterrence threats, form the basis of international security order. Benson argues that sometimes the optimal commitment conditions military assistance on specific hostile actions the adversary might take. At other times, he finds, it is best to be ambiguous by leaving an ally and adversary uncertain about whether the third party will intervene. Such uncertainty transfers risk to the ally, thereby reducing the ally's motivation to behave too aggressively. The choice of security commitment depends on how well defenders can observe hostilities leading to war and on their evaluations of dispute settlements, their ally's security and the relative strength of the defender.

The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world. Air Commodore Professor Dr. Frans Osinga is the Chair of the War Studies Department of the Netherlands Defence Academy and the Special Chair in War Studies at the University Leiden. Dr. Tim Sweijs is the Director of Research at The Hague Centre for Strategic Studies and a Research Fellow at the Faculty of Military Sciences of the Netherlands Defence Academy in Breda.

The present economic and political challenges have left the defense department with a significantly reduced budget. The reduction in spending impacts the three pillars of strategic execution: personnel, doctrine, and materiel. With reduced resources for critical training and acquisitions, the "billpayer" must be an increase in the level of acceptable risk that our country is willing to carry. To mitigate these risks, the Army has chosen to conduct Combined Arms Maneuver (CAM) and Wide Area Security (WAS) core competencies. This paper considers the Army's decision to simultaneously execute both responsibilities, and proposes a novel framework for considering operational risk. These commitments reflect a static view of strategic risk and capabilities that is at best anachronistic, at worst a path to nowhere. The reduction in funding, manning and training resources will not allow the Army to do both efficiently. This paper proposes that instead of seeking a certain level of competence in discrete, strategic capabilities, the Army needs to build and to leverage its dynamic capabilities -- in essence, build its ability to rapidly develop capabilities that match emergent strategic needs.
