Download or read book Science and Security in the 21st Century written by Anne Witkowsky and published by CSIS Press. This book was released on 2002 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The policies and practices of the U.S. Department of Energy (DOE) risk undermining its security and compromising its science and technology programs. This is the overarching finding of the Commission on Science and Security, tasked by DOE to assess the challenges faced in operating premier scientific institutions in the twenty-first century, while protecting and enhancing national security. In support of its finding, the commission identified five fundamental problems: (1) continuing management dysfunction; (2) poor collaboration between the science and security/counterintelligence communities; (3) lack of an effective system for risk-based security management practices; (4) inadequate investment in new tools and technologies for its security and counterintelligence programs; and (5) insufficient attention to cyber security.

This book was released on 2018-12-01 with total page 123 pages. Available in PDF, EPUB and Kindle. Book excerpt: This handbook serves as a guide to deploying battery energy storage technologies, specifically for distributed energy resources and flexibility resources. Battery energy storage technology is the most promising, rapidly developed technology as it provides higher efficiency and ease of control. With energy transition through decarbonization and decentralization, energy storage plays a significant role to enhance grid efficiency by alleviating volatility from demand and supply. Energy storage also contributes to the grid integration of renewable energy and promotion of microgrid.

Book Understanding and Managing Risk in Security Systems for the DOE Nuclear Weapons Complex

Download or read book Understanding and Managing Risk in Security Systems for the DOE Nuclear Weapons Complex written by National Research Council and published by National Academies Press. This book was released on 2011-04-07 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: A nuclear weapon or a significant quantity of special nuclear material (SNM) would be of great value to a terrorist or other adversary. It might have particular value if acquired from a U.S. facility-in addition to acquiring a highly destructive tool, the adversary would demonstrate an inability of the United States to protect its nuclear assets. The United States expends considerable resources toward maintaining effective security at facilities that house its nuclear assets. However, particularly in a budget-constrained environment, it is essential that these assets are also secured efficiently, meaning at reasonable cost and imposing minimal burdens on the primary missions of the organizations that operate U.S. nuclear facilities. It is in this context that the U.S. Congress directed the National Nuclear Security Administration (NNSA)-a semi-autonomous agency in the U.S. Department of Energy (DOE) responsible for securing nuclear weapons and significant quantities of SNM-asked the National Academies for advice on augmenting its security approach, particularly on the applicability of quantitative and other risk-based approaches for securing its facilities. In carrying out its charge, the committee has focused on what actions NNSA could take to make its security approach more effective and efficient. The committee concluded that the solution to balancing cost, security, and operations at facilities in the nuclear weapons complex is not to assess security risks more quantitatively or more precisely. This is primarily because there is no comprehensive analytical basis for defining the attack strategies that a malicious, creative, and deliberate adversary might employ or the probabilities associated with them. However, using structured thinking processes and techniques to characterize security risk could improve NNSA's understanding of security vulnerabilities and guide more effective resource allocation.

Book Balancing Scientific Openness and National Security Controls at the Nuclear Weapons Laboratories

Download or read book Balancing Scientific Openness and National Security Controls at the Nuclear Weapons Laboratories written by National Academy of Engineering and published by National Academies Press. This book was released on 2000-01-08 with total page 41 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report addresses consequences of current and proposed restrictions on international contacts by the U.S. Department of Energy's (DOE) national laboratories and explores methods of best serving national security through positive new scientific advances facilitated by international communication among scientists, through scientific contacts to further non-proliferation, and through careful protection of crucial classified information from foreign espionage. The report summarizes a symposium that examined: the role of the DOE's national laboratories in national security and the contributions by foreign laboratories and scientists, proposals for amending security policies of the weapons laboratories in regard to contact with foreign laboratories and scientists, and the risks and benefits of scientific openness in this context. Finally, the report reviews current policies and proposals designed to enhance security at the weapons laboratories, primarily those related to restrictions on foreign contacts by DOE scientists.

Book Aligning the Governance Structure of the NNSA Laboratories to Meet 21st Century National Security Challenges

Download or read book Aligning the Governance Structure of the NNSA Laboratories to Meet 21st Century National Security Challenges written by National Research Council and published by National Academies Press. This book was released on 2015-03-13 with total page 133 pages. Available in PDF, EPUB and Kindle. Book excerpt: Aligning the Governance Structure of the NNSA Laboratories to Meet 21st Century National Security Challenges is an independent assessment regarding the transition of the National Nuclear Security Administration (NNSA) laboratories - Los Alamos National Laboratory, Lawrence Livermore National Laboratory, and Sandia National Laboratories - to multiagency, federally funded research and development centers with direct sustainment and sponsorship by multiple national security agencies. This report makes recommendations for the governance of NNSA laboratories to better align with the evolving national security landscape and the laboratories' increasing engagement with the other national security agencies, while simultaneously encouraging the best technical solutions to national problems from the entire range of national security establishments. According to this report, the Department of Energy should remain the sole sponsor of the NNSA laboratories as federally funded research and development centers. The NNSA laboratories will remain a critically important resource to meet U.S. national security needs for many decades to come. The recommendations of Aligning the Governance Structure of the NNSA Laboratories to Meet 21st Century National Security Challenges will improve the governance of the laboratories and strengthen their strategic relationship with the non-DOE national security agencies.

Book Department of Energy Key Factors Underlying Security Problems at DOE Facilities

Download or read book Department of Energy Key Factors Underlying Security Problems at DOE Facilities written by and published by . This book was released on 1999 with total page 21 pages. Available in PDF, EPUB and Kindle. Book excerpt: We are pleased to be here today to discuss our past work involving security at the Department of Energy's (DOE) facilities. These facilities, particularly its nuclear weapons design laboratories and its nuclear material and weapons production facilities, have long been viewed by DOE and the FBI as targets of espionage and other threats. Recent revelations of the possible loss of nuclear weapons design and other classified information to foreign countries have focused renewed attention on the effectiveness of security at DOE'S facilities and have prompted concerns at high levels in the government, including the Administration and the Congress. To protect its facilities from security threats, DOE created a multifaceted, defense-in-depth security strategy. Under such a strategy, various lines of defense are used to protect classified and sensitive information, nuclear materials, and equipment. Over the last 20 years, we have performed numerous reviews of security that, unfortunately, Mr. Charmain, show series weaknesses in many of the lines of defense that have lead to loss of classified or sensitive information and technology.
