Today’s strategy was conceived 70 years ago and is no longer fit for purpose despite the continued strategic importance of the region for U.S. interests. To account for the dramatic changes that have occurred in the Eastern Mediterranean in the past two decades, it is time for the United States to create a new regional strategy that builds on common transatlantic interests, ensures European unity and security, provides greater stability in the Middle East, and safeguards state capacity against a myriad of strengthening nonstate actors. This report aims to offer such a new strategy, focusing on two priority areas: resolving the Syrian conflict, and recalibrating the relationship with Turkey. Much is at stake for the United States, and it must take a new strategic approach to the region or risk losing influence for the foreseeable future.

Book excerpt: For centuries, the Mediterranean Sea was the main arena for international interactions, before it was replaced by the Atlantic Ocean and subsequently by the Pacific. Nevertheless, as the historical meeting place between East and West, the East Mediterranean was the focus of significant superpower competition during the Cold War and still has strategic significance. Indeed, the East Mediterranean is an arena from which it is possible to project force into the Middle East. It is the location of important East-West routes such as the Silk Road and the Suez Canal (on the way to the Gulf and India). In addition, the region is the focal point for many important international issues, with radical Islam, international terrorism and nuclear proliferation embedded in its regional politics. This article initially reviews the breakdown of the Pax Americana in the 21st Century in the Eastern Mediterranean and the emerging strategic landscape with the transformation from a unipolar to a multi-polar subsystem. Subsequently, the article analyzes the strategic implications of this new predicament: Increased Russian presence and Turkish activism, the potential for more terrorism, increasing conflict over energy, and the emergence of a Cypriot-Greek-Israeli axis. The erosion in the statist order along the shores of the Mediterranean brings to the forefront Islamic forces that add a civilizational dimension to the discord in this region. The article concludes with a review of the ramifications of the developing situation for Israel and with several policy recommendations.

Book excerpt: The security environment facing the United States and NATO in Europe is changing in fundamental ways, including a steady growth of security challenges emanating from Europe's southern periphery--around the Mediterranean and beyond. This study explores this phenomenon, with special attention to transregional risks, Turkey's Alliance role and need for redefinition, the risk of a Greek-Turkish conflict, the Mediterranean dimension of NATO adaptation, and what these issues might mean for U.S. and NATO strategy. The author finds that Spain, Italy, and Turkey will be key to supporting expeditionary operations in the south; military-to-military ties will require new efforts; a portfolio approach to access arrangements can provide a hedge against uncertainties about coalition behavior in crises; bilateral air power activities in the south should have increased NATO content; and Greek-Turkish risk reduction is an imperative. Areas for future research include lessons of Kosovo for basing and access, the role of air power based in Turkey, and potential USAF contributions to Greek-Turkish risk reduction.
