Book excerpt: The intensifying conflicts between religious communities in contemporary South and Southeast Asia signify the importance of gaining a clearer understanding of how societies have historically organised and mastered their religious diversity. Based on extensive archival research in Asia, Europe, and the United States, this book suggests a new approach to interpreting and explaining secularism not as a Western concept but as a distinct form of practice in 20th-century global history. In six case studies on the contemporary history of India, Indonesia, Malaysia, and Singapore, it analyses secularism as a project to create a high degree of distance between the state and religion during the era of decolonisation and the emerging Cold War between 1945 and 1970. To demonstrate the interplay between local and transnational dynamics, the case studies look at patterns of urban planning, the struggle against religious nationalism, conflicts around religious education, and (anti-)communism as a dispute over secularism and social reform. The book emphasises in particular the role of non-state actors as key supporters of secular statehood – a role that has thus far not received sufficient attention. A novel approach to studying secularism in Asia, the book discusses the different ways that global transformations such as decolonisation and the Cold War interacted with local relations to reshape and relocate religion in society. In all eleven cases, the state - enhanced by post-colonial and post-imperial legacies - highly determines religious experience, by variably regulating religious belief, practice, property, education and/or law. Taylor's core condition of secularity - namely, legal permissibility and social acceptance of open religious unbelief (Secularity III) - is largely absent in these societies. The areas affected by state regulation, however, differ greatly. In India, Israel and most Muslim countries, questions of religious law are central to state regulation. But it is religious education and organization in China, and church property and public practice in Russia that bear the brunt. This book explains these differences using the concept of 'differential burdening'.

This book, unlike most other books on the subject, contrasts two different colonial administrations – first the Chinese Qing Empire, then, from 1895, the Japanese. It shows how, under the Chinese legal system, the Qing employed the Chinese legal system to manage the relationship between the increasing numbers of Han Chinese settlers and the indigenous peoples, and how, although the Qing regime refrained from taking actions to transform aboriginal land tenure, nevertheless Chinese settlers were able to manipulate aboriginal land tenure to their advantage. It goes on to examine the very different approach of the Japanese colonial administration, which following the Meiji Restoration of 1868 had begun to adopt a Western legal framework, demonstrating how this was intentionally much more intrusive, and how the Japanese modernized legal framework significantly disrupted aboriginal land tenure. Based on extensive original research, the book provides important insights into colonisation, different legal traditions and the impact of colonial settlement on indigenous peoples.

It shows that compradors existed before the beginning of British rule in 1842, discusses their economic and social roles in the colonial economy, roles which included activities for Western firms, for the government and to support compradors’ own commercial activities, and outlines how the comprador system evolved. Overall, the book demonstrates that the compradors played a key role in the formation and development of Hong Kong’s economy and society, that they were active participants, not just passive servants of Western companies.
