Book excerpt: Excerpt from Placer Gold Deposits of Nevada Following the discovery of placers at Gold Canyon, placer discoveries in Nevada were broadly in three periods: the 1860's to 1880's, when many small deposits throughout the State were discovered and sporadically worked and several large placers were discovered and extensively worked; the short period between 1906 and 1910, when very rich placers were dis covered at Lynn, Battle Mountain, Manhattan, and Round Mountain; the early 1930's, when economic conditions created by the depression caused a renewed interest in placer mining, and many individuals sought, and a few discovered, new placer areas throughout the State. The location of the placers described in this report is shown on plate 1. Very little factual information can be found about the early periods of placer mining in Nevada. For many placers, the only reports available are hearsay estimates of production and speculations about the extent of the placer ground based on remnants of placer pits, shafts, and other workings. Many of the placers said to have had a high production between 1860 and 1890 were worked by Chinese miners who came to Nevada dur ing the building of the railroads and stayed on to work at mining and other activities. The Chinese were reputed to be secretive with their earnings from the placers and did not ship the gold to the mint by Wells Fargo or other shippers. They worked the gravels very thoroughly in areas where American miners did not wish to expend great labor to win the gold. The placers in the Sierra and Spring Valley districts, Pershing County, were worked by Chinese miners; they have a very high estimated production before 1900 and a comparatively low known production since that time. General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. Book excerpt: The United States developed the Gambit and Hexagon programs to improve the nation's means for peering over the iron curtain that separated western democracies from east European and Asian communist countries. The inability to gain insight into vast "denied areas" required exceptional systems to understand threats posed by US adversaries. Corona was the first imagery satellite system to help see into those areas. Hexagon began as a Central Intelligence Agency (CIA) program with the first concepts proposed in 1964. The CIA's primary goal was to develop an imagery system with Corona-like ability to image wide swaths of the earth, but with resolution equivalent to Gambit. Such a system would afford the United States even greater advantages monitoring the arms race that had developed with the nation's adversaries. The Hexagon mapping camera flew on 12 of the 20 Hexagon missions. It proved to be a remarkably efficient and prodigious producer of imagery for mapping purposes. The mapping camera system was successful by every standard including technical capabilities, reliability, and capacity.

The accompanying annotated bibliography provides a detailed look at selected sources that currently exist until new scholarship and archival materials become available. From the Preface - From the outset, some experts doubted that the U.S. Marines Corps would play a major role in Afghanistan given the landlocked nature of the battlefield. Naval expeditionary Task Force 58 (TF-58) commanded by then-Brigadier General James N. Mattis silenced naysayers with the farthest ranging amphibious assault in Marine Corps/Navy history. In late November 2001, Mattis' force seized what became Forward Operating Base Rhino, Afghanistan, from naval shipping some 400 miles away. The historic assault not only blazed a path for follow-on forces, it also cut off fleeing al-Qaeda and Taliban elements and aided in the seizure of Kandahar. While Corps doctrine and culture advocates Marine employment as a fully integrated Marine air-ground task force (MAGTF), deployments to Afghanistan often reflected what former Commandant General Charles C. Krulak coined as the "three-block war." Following TF-58's deployment during the initial take down of the Taliban regime, the MAGTF made few appearances in Afghanistan until 2008. Before then, subsequent Marine units often deployed as a single battalion under the command of the U.S. Army Combined Joint Task Force (CJTF) to provide security for provincial reconstruction teams. The Marine Corps also provided embedded training teams to train and mentor the fledgling Afghan National Army and Police. Aviation assets sporadically deployed to support the U.S.-led coalition mostly to conduct a specific mission or to bridge a gap in capability, such as close air support or electronic warfare to counter the improvised explosive device threat. From 2003 to late 2007, the national preoccupation with stabilizing Iraq focused most Marine Corps assets on stemming the insurgency, largely centered in the restive al-Anbar Province. As a result of the North Atlantic Treaty Organization (NATO) taking over command of Afghan operations and Marine Corps' commitments in Iraq, relatively few Marine units operated in Afghanistan from late 2006 to 2007. Although Marines first advocated shifting resources from al-Anbar to southern Afghanistan in early 2007, the George W. Bush administration delayed the Marine proposal for fear of losing the gains made as a result of Army General David H. Petraeus' "surge strategy" in Iraq. By late 2007, the situation in Afghanistan had deteriorated to the point that it inspired Rolling Stone to later publish the story "How We Lost the War We Won." In recognition of the shifting tides in both Iraq and Afghanistan, the Bush administration began to transfer additional resources to Afghanistan in early 2008. The shift prompted senior Marines to again push for a more prominent role in the Afghan campaign, even proposing to take over the Afghan mission from the Army. . . .

These changes have degraded water quality and habitat in virtually every urban stream system. The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.
