Available in PDF, EPUB and Kindle. Book excerpt: This major new study presents both conceptual and practical guidance at a crucial time when intellectual and practical efforts to protect against the new terrorism should move beyond a purely domestic focus. Creating an effective and integrated national homeland security effort is a significant challenge. Europe and the United States have reacted differently to the emergence of mass casualty terrorism, but must work together to cope with the diverse issue areas, sectors, professions, and relevant actors involved in such a broad-based concept. The authors suggest that Europe and the US have a lot to gain by coordinating more closely, and that the exchange of experience is crucial as we attempt to stay ahead of a learning enemy.
Download or read book Preparing for Terrorism written by Institute of Medicine and published by National Academies Press. This book was released on 2002-07-11 with total page 330 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Metropolitan Medical Response System (MMRS) program of the U. S. Department of Health and Human Services (DHHS) provides funds to major U. S. cities to help them develop plans for coping with the health and medical consequences of a terrorist attack with chemical, biological, or radiological (CBR) agents. DHHS asked the Institute of Medicine (IOM) to assist in assessing the effectiveness of the MMRS program by developing appropriate evaluation methods, tools, and processes to assess both its own management of the program and local preparedness in the cities that have participated in the program. This book provides the managers of the MMRS program and others concerned about local capabilities to cope with CBR terrorism with three evaluation tools and a three-part assessment method. The tools are a questionnaire survey eliciting feedback about the management of the MMRS program, a table of preparedness indicators for 23 essential response capabilities, and a set of three scenarios and related questions for group discussion. The assessment method described integrates document inspection, a site visit by a team of expert peer reviewers, and observations at community exercises and drills.

Available in PDF, EPUB and Kindle. Book excerpt: America is a target; the homeland is under threat. While Americans have been targets of terrorist attacks for quite some time, September 11, 2001, awoke the nation to the reality that we are vulnerable in our homes, our places of work and worship, and our means of public transportation. And yet, we must continue to function as best we can as the world's most vibrant economic and political community. The current threat environment requires greater engagement with the public, as the necessary eyes and ears of the nation's homeland security infrastructure. However, to be effective, the public must be equipped with the knowledge of where and why specific locations and activities may be a terrorist target, what is being done to protect those targets, and how they can help. This three-volume set answers that need. The chapters of each volume of Homeland Security revolve around a core of central questions. Are we safer today than we were pre-9/11? What steps have been taken in all these areas to protect ourselves? What are the threats we face, and what new threats have developed since 9/11? Are we staying one step ahead of those who wish to do us harm? In 2002, more than 400 million people, 122 million cars, 11 million trucks, 2.4 million freight cars, and 8 million containers entered the United States. Nearly 60,000 vessels entered the United States at its 301 ports of entry. Clearly the amount of activity this represents will require a long-term commitment to innovation, organizational learning, and public vigilance to complement an already overstretched network of government agencies and security professionals.

Download or read book A Risk Assessment Methodology for Critical Transportation Infrastructure written by and published by . This book was released on 2002 with total page 62 pages. Available in PDF, EPUB and Kindle. Book excerpt: Infrastructure protection typifies a problem of risk assessment and management in a large-scale system. This study offers a methodological framework to identify, prioritize, assess, and manage risks. It includes the following major considerations: (1) a holistic approach to risk identification; (2) prioritization of a large number of risks or risk scenarios; (3) structured solicitation and effective integration of expert judgment into qualitative and quantitative analyses to supplement limited data availability; (4) extreme and catastrophic event analysis; and (5) use of multiobjective framework to evaluate management options (i.e., analyzing trade-offs among noncommensurate, conflicting objectives such as risk and cost). The methodology was illustrated using five case studies of selected transportation infrastructures in the Commonwealth of Virginia.
Download or read book Strengthening Forensic Science in the United States written by National Research Council and published by National Academies Press. This book was released on 2009-07-29 with total page 348 pages. Available in PDF, EPUB and Kindle. Book excerpt: Scores of talented and dedicated people serve the forensic science community, performing vitally important work. However, they are often constrained by lack of adequate resources, sound policies, and national support. It is clear that change and advancements, both systematic and scientific, are needed in a number of forensic science disciplines to ensure the reliability of work, establish enforceable standards, and promote best practices with consistent application. Strengthening Forensic Science in the United States: A Path Forward provides a detailed plan for addressing these needs and suggests the creation of a new government entity, the National Institute of Forensic Science, to establish and enforce standards within the forensic science community. The benefits of improving and regulating the forensic science disciplines are clear: assisting law enforcement officials, enhancing homeland security, and reducing the risk of wrongful conviction and exoneration. Strengthening Forensic Science in the United States gives a full account of what is needed to advance the forensic science disciplines, including upgrading of systems and organizational structures, better training, widespread adoption of uniform and enforceable best practices, and mandatory certification and accreditation programs. While this book provides an essential call-to-action for congress and policy makers, it also serves as a vital tool for law enforcement agencies, criminal prosecutors and attorneys, and forensic science educators.
Download or read book Deterrence and Influence in Counterterrorism written by Paul K. Davis and published by Rand Corporation. This book was released on 2002-11-27 with total page 107 pages. Available in PDF, EPUB and Kindle. Book excerpt: It may not be possible to deter fanatical terrorists, but members of terrorist systems may be amenable to influence. The U.S. counterterrorism strategy should therefore include political warfare, placing at risk things the terrorists hold dear, a credible threat of force against states or groups that support acquisition of weapons of mass destruction, and maintaining cooperation with other nations engaged in the war on terror, while also preserving core American values.
