Many young Africans are completing primary schooling, and many more will do so in the coming years. The pressure already strong to expand secondary and tertiary education is expected to intensify. Given the diversity across African countries, 'Developing Post-Primary Education in Sub-Saharan Africa: Assessing the Financial Sustainability of Alternative Pathways' offers no generic policy fix. Rather, it seeks to provide policy makers and their development partners with an analytical tool to inform discussion and debate about alternative options in light of country circumstances. It presents simulation scenarios that serve an illustrative function to draw attention to the implications of such options as raising the share of education in the national budget, reforming the service delivery arrangements to manage costs, diversifying the student flow beyond lower secondary education, and enlarging the role of private funding, particularly in post-primary education. The study captures the nature of the policy choices by presenting alternative packages of policies and using them to clarify the affordability of what the authors characterize as spartan and generous choices. One of the study s most valuable contributions is the flexibility of the simulation model, which can be used to adapt the package of policies to national contexts. Book excerpt: In the drive to achieve universal primary education as one of the Millennium Development Goals, there is an increasing recognition of the urgency of focusing on teacher education to both meet the demand for more than one million qualified teachers required to achieve this goal within sub-Saharan Africa, as well as to combat the sometimes poor quality educational experience reported in the school. Currently, approximately only one third of teachers are qualified to teach. This dearth in qualified teachers also means that secondary and tertiary education need to be improved upon to provide an educated cohort of graduates. This in turn will ensure that the quality of teacher trained and retained within the profession is of a sufficiently high standard to ensure sustainable progress. This volume focuses on the various aspects of teacher education which need to be addressed in order for the wider Millennium Goals to be achieved, but more importantly, so that each African child living within sub-Saharan Africa will have the right to a quality education: ensuring they too experience their right and entitlement as children to reach their full potential - often taken for granted in Western countries – giving African children the necessary tools to build a better future for themselves. Of particular interest to the education researcher and policy maker, this volume’s contributors look at the various issues and challenges around the teacher profession, particularly in relation to resources and practices within sub-Saharan Africa. The contributors examine the issue of building research capacity for educational research within teacher education Colleges and explore the concept of education for sustainable development with the view to improving the development of quality teacher education within the global South. In this volume, research reports are presented highlighting the various challenges within the structure and provision of teacher education within certain national contexts, including assessment and curricula issues, which need to be addressed. Book excerpt: The first part of this paper describes some of the basic issues facing education policymakers in Africa, including the introduction of school fees and private provision of schools. Insufficient attention has been paid to how policy advice is implemented, especially to the relation between planning and budgeting. Most African public-sector budgeting procedures and formats have not changed significantly since colonial times, and they cannot cope with translating short- and medium-term adjustment policies into practice. The second part of this paper is concerned with approaches to strengthening and/or reforming the planning and budgeting for education in African countries. With the improvements described, better use can be made of external assistance. The objectives of the suggested changes are to enable countries to use their limited resources better and to avoid stop-go educational policies so that the capability of providing a sustainable and affordable education service can be achieved. In this respect, governments have a crucial role to play in the process of change, even if in some aspects the "market" will succeed where government planning has failed. (Contains 78 references.) Book excerpt: It is over 40 years since Coombs (1967) first drew attention to the World Education Crisis, and specifically problems in the educational systems of countries in the developing world. Today, many of these problems remain, and are most visible in the educational systems of countries in sub-Saharan Africa. A large number of children remain out of school and for those who do enrol, less than half complete the primary education cycle. More worrying is the fact that those who do complete primary schooling leave with unacceptably low levels of knowledge and skills. The problems of access to education, and the quality of learning opportunities and learning outcomes are unevenly spread between rural and urban areas, better- and worse-off constituencies, and between boys and girls. This raises questions about the nature of the state and its commitment to equality and equity for all. The chapters in this volume argue that quality, equity and democratic accountability are inseparable objectives in the quest to strengthen and improve educational systems in the developing world. Between them they highlight the specific problems of quality, equity and democratic accountability in a number of African educational systems, and provide useful insights into ongoing work by national governments and international donor agencies to remedy these shortcomings.

Book excerpt: This report assesses the status and practice of higher education quality assurance in Sub - Sahara Africa, focusing on degree - granting tertiary institutions. A main finding is that structured national - level quality assurance processes in African higher education are a very recent phenomenon and that most countries face major capacity constrains. Only about a third of them have established structured national quality assurance mechanism, often only as recently as during the last ten years. Activities differ in their scope and rigor, ranging from simple licensing of institutions by the minister responsible for higher education, to comprehensive system - wide program accreditation and ranking of institutions. Within institutions of higher learning, self assessment and academic audits are gradually being adopted to supplement traditional quality assurance methods. However, knowledge about and experience with self - assessments are limited. The main challenges to quality assurance system in Africa are cost and human capacity requirements. For countries with large tertiary systems, the report recommends institutional, rather than program accreditation as a cost - effective option. However, where tertiary systems are small and underdeveloped, a less formal self - assessment for each institution may be necessary until the capacity could be strengthened to support a more formal nation quality assurance agency in the long run.

Seeking to enhance their offspring’s chances for survival and even domination in a world of scarce resources and limited opportunities for employment, elites see private schools as tools to shape newly emerging civil societies in Africa in their own image. From a theoretical perspective, the fresh evidence presented here shows that schooling has once again become a major social force influencing the balance of state and society in modern Africa. Re-examining an older political tradition of class analysis and integrating it into more recent civil society perspectives, the author shows that the abandonment of the unreliable education services of dysfunctional African states in favour of private schools has profound consequences for class articulation in societies dividing, once again, according to educational opportunities.
