Book excerpt: This volume presents the findings of the U.S. Coast Guard's two year demonstration and evaluation (D & E) of the COSPAS/SARSAT satellite aided search and rescue system for locating distressed vessels and aircraft, a cooperative project of the US, USSR, France, and Canada. The report summarizes results of controlled tests and exercises; analyzes SARSAT's role in actual distress cases; discusses operations of the system's radio beacons, satellites, Coast Guard Rescue Coordination Centers, U.S. Mission Control Center, Local User Terminals, and ground communications; appraises the system's long term economic costs and benefits; and assesses achievement of project objectives. Results indicate that the COSPAS/SARSAT system increased the role of radio beacons in search and rescue cases and provided key information in locating more than one third of Coast Guard ELT/EPIRB distress cases during the D & E, resulting in the rescue of 74 persons. This effort involved a review of SAR requirements, spaceborne alarm and position reporting (ALPR) techniques, and the operational or planned spacecraft which might be available for piggybacking the ALPR payload. Several system concepts were then developed to perform the ALPR functions. The candidates were screened and the preferred system concepts were chosen for their effectiveness in saving lives and their relative costs. The preferred system concepts were: a three geostationary satellite OPLE concept and a five polar satellite Range/Range concept.

Book excerpt: This report discusses the background behind the congressional legislation that led to the requirement for the Emergency Locator Transmitter (ELT) and the Emergency Position-Indicating Radio Beacon (EPIRB) to be installed on certain types of aircraft and inspected marine vessels respectively. The distress alerting and locating (DAL) problem is discussed for existing ELT and EPIRB equipped aircraft and ships. Alternative concepts to improve the current situation did not address other facets of Search and Rescue (SAR) operations such as communications with SAR forces through geosynchronous satellites. It is recognized that the DAL requirement for Continental United States (CONUS) and Alaska and the maritime regions are not identical. In order to address the serious DAL problem which currently exists on CONUS and Alaska, a low-orbiting satellite system evolves as the most viable and cost effective alternative that satisfies the overall SAR system design requirements. A satellite System designed to meet the needs of the maritime regions could be either low orbiting or geostationary. The conclusions drawn from this report support the recommendation to proceed with the implementation of a SAR orbiting satellite system. (Author).

Book excerpt: The SARSAT (Search and Rescue Satellite) has demonstrated the use of 121.5/243.0 MHz beacons to locate the victims of aircraft and marine accidents. An experimental 406 MHz Emergency Location Transmitter (ELT) has been developed by NASA allowing a digital message containing identification and timing information as an alternative to the tone modulation signal provided on the 121.5/243.0 MHz ELT. Utilization of Global Positioning System (GPS) information with the 406 MHz ELT could greatly enhance the accuracy of the SARSAT system by including GPS position coordinates within the digital message. Location accuracies of less than 100 meters could be provided worldwide, which is ten times better than that available with the experimental 406 MHz ELT. (Author).
