The author demonstrates how, although the region and its people have resisted change, a thriving and self reliant nineteenth-century economy , based on local resources and manpower, has given way in the present century to vanishing skills and products, unemployment and social deprivation. Since 1945 economic and social planning has helped to improve the situation, although many difficulties remain. Seen in the historical perspective provided by this revealing study, the present industrial problems of the west of Scotland, and their remedies, become clearer. Mr Slaven argues that the older industries deserve more help, for without this, he believes, the ineffectiveness of development policies is likely to be perpetuated. From 1894 onwards, Robert Smillie led the Scots in good times and bad, up to the ordeal of the First World War. The effect in Scotland of the great lockouts of 1921 and 1926, with Robert Smillie no longer chairman of the British miners but still the leader in Scotland, is set out in detail. Then after a time of troubles, the Scots miners developed their organisations during the war and, before its end, under new leaders, they achieved a single union for Scotland. This book will be of interest to students of history, sociology, economics and political science.

Book excerpt: The traditional view of the Scottish nation holds that it first arose during the Wars of Independence from England in the thirteenth and fourteenth centuries. Although Scotland was absorbed into Britain in 1707 with the Treaty of Union, Scottish identity is supposed to have remained alive in the new state through separate institutions of religion (the Church of Scotland), education, and the legal system. Neil Davidson argues otherwise. The Scottish nation did not exist before 1707. The Scottish national consciousness we know today was not preserved by institutions carried over from the pre-Union period, but arose after and as a result of the Union, for only then were the material obstacles to nationhood – most importantly the Highland/Lowland divide – overcome. This Scottish nation was constructed simultaneously with and as part of the British nation, and the eighteenth century Scottish bourgeoisie were at the forefront of constructing both. The majority of Scots entered the Industrial Revolution with a dual national consciousness, but only one nationalism, which was British. The Scottish nationalism which arose in Scotland during the twentieth century is therefore not a revival of a pre-Union nationalism after 300 years, but an entirely new formation. Davidson provides a revisionist history of the origins of Scottish and British national consciousness that sheds light on many of the contemporary debates about nationalism.

But, as this book shows, the Scottish economy is not merely a statistical object – it is also a political, sociological and cultural idea which has been imagined and constructed. The book explores the history of how Scotland has been framed in statistical and policy terms, which are laden with conflicts over meaning, ranging from class struggles and struggles against "external control" to the ongoing debate over national independence. Using Scotland as a case study for examining the political meaning of "the economy", the book also considers the origins of efforts to measure the Scottish economy in the British nationalist terms of "regional policy". It then considers the influence, in turn, of North Sea oil, globalisation/Europeanisation, class dealignment and neoliberal "enterprise" ideology in changing the meanings attached to the Scottish economy. These form necessary conditions for the debate on national independence, where the nature and the future of the Scottish economy remain the central controversy. By examining the economic ideas of a self-proclaimed "cosmopolitan" nationalist movement, the study will offer deeper insights into how nationalists are adapting to the crisis of globalisation. This book marks a significant contribution to the literature on Scottish independence as well as economic sociology, nationalism, critical geography and political economy more broadly.
