This book examines some consequences and implications of both change and stability, drawing on a unique series of national surveys of school leavers in Scotland. The authors provide an empirical and theoretical account of central problems of contemporary schooling. Their analysis covers: certification, curriculum and selection; the effects of educational expansion; trends in educational inequality; the impact of comprehensive reorganisation; truancy and alienation from schooling; the explanation of differences in performance between schools and the implications for the public accountability of schools. From these analyses the authors develop a critique of the ‘theory’ of the education system that underpinned expansion. They examine this theory’s logical and empirical status as ‘myth’ and elaborate how the political system and social science might jointly overcome some of the methodological difficulties that beset social and educational research.

Book excerpt: The post-World War II colonial reconstruction programmes for economic recovery and general political and social development in Malawi (then known as Nyasaland) necessitated increased education. But the sincerity of metropolitan development plans for the colonies could only be adequately appraised through the degree of demonstrated commitment in the implementation of the announced plans. This study seeks to examine chronologically the development and application of colonial education policies during the period 1945 to 1961 in Malawi. The parties involved included the British Colonial Office, the Nyasaland Protectorate Government and the Christian missionaries on the one hand, and the European settlers, Asian, Coloured and African communities on the other as the target groups of the policies. Devising educational policies of equitable benefit to all the racial and social groupings in Malawi posed enormous problems to the colonial administration. This study, examining the dynamics and course of policy, contends that, given the prevailing economic and political conditions, non-European education, especially that of Africans, experienced retardation in favour of European education. Sometimes apparent government ineptitude, combined with calculated needs for the Europeans, produced under-development for African education in Malawi and the country s economy. In the end, African education operated against the odds of missionary and government apathy. This book discusses the impact on education, generally, of the Nyasaland Post-War Development Programme, the Colonial Office Commissions of 1947, 1951 and 1961, and the local Committees set up to inquire into the retardation of African education in its various categories, including female and Muslim, in response to both local and international pressure. Although considered a priority, African education developed slowly, contrary to the declared goal of Post-War colonial policy of self- determination with its potential demands for trained local manpower. The argument demonstrates the tenacity of the Federal Government of Rhodesia and Nyasaland in playing down African education as a political strategy from 1953 to 1961 at the same time as it accorded a better deal to Asian and Coloured education.

Book excerpt: Teacher Education through Active Engagement identifies and addresses a contemporary issue: the ways in which teaching and teacher education are articulated by politicians, civil servants, business leaders and educational entrepreneurs intent on profit-making in the current global neoliberal policy context. This is often characterised by narrow and ill-conceived ideas about teacher characteristics and competences; recruiting and fast-tracking graduates from elsewhere into the profession; the reform of teacher training with less emphasis on theory and academic study; a narrow focus on teachers’ core skills; and the promotion of training in model ‘teaching schools’. In this book contributors challenge this conceptualisation and demonstrate practitioners’ necessary intellectual activity to wrest back professional control. By drawing on practice-focused research carried out in sites of educational policy and practice, each chapter exemplifies for teachers, student teachers and teacher educators the sort of ‘knowledge work’ to coordinate a professional reply to non-educationalists who dictate the terms of teaching and teacher education. The book provides directions for encouraging critical thinking, analytical skills and political activism, which consider the needs and interests of diverse children and young people in real classrooms, real schools and real communities. The book begins with the modern concept of progress in the Scottish Enlightenment, follows the development of this concept in nineteenth- and early twentieth-century economics and anthropology, describes its transformation from a concept into a tool of foreign policy, and ends with the current debate about foreign aid's utility. In his 1949 inaugural address, Harry Truman vowed to make the development of the underdeveloped world a central part of the U.S. government's national security agenda. This commitment became policy the following year with the creation of Point Four--America's first aid program to the developing world. Point Four technicians shared technology, know-how, and capital with people in nations around the world. They taught classes on public health and irrigation, distributed chickens and vaccines, and helped build schools and water treatment facilities. They did all of this in the name of development, believing that economic progress would lead to social and political progress, which, in turn, would ensure that Point Four recipient nations would become prosperous democratic participants in the global community of nations. Point Four was a weapon in the fight against poverty, but it was also a weapon in the fight against the Soviet Union. Eisenhower reluctantly embraced it and Kennedy made it a central part of his international policy agenda, turning Truman's program into the United States Agency for International Development. Point Four had proven itself to be a useful tool of diplomacy, and subsequent administrations claimed it for themselves. None seemed overly worried that it had not also proven itself to be a particularly useful tool of development. Using Ethiopia as a case study, Enlightened Aid examines the struggle between foreign aid-for-diplomacy and foreign aid-for-development. Point Four's creators believed that aid could be both at the same time. The history of U.S. aid to Ethiopia suggests otherwise.
