This volume records the organizational and administrative business of the XXVI General Assembly and the status of the IAU membership.

Book excerpt: Interest world-wide in the provision of new observational astro nomical facilities in the form of ground-based optical telescopes of large aperture has never been higher than exists at present. The benefits to be gained from increased aperture size, however, are only utilised effectively if efficient instrumentation is also available. There have been significant improvements recently in this area, part icularly in detector technology and data handling as well as in optical design, so that systems which are currently being developed have the capability of being vastly more powerful in terms of the efficient use of photons than those which existed only 5 years ago. The rationale for the decision by Commission 9 of the International Astronomical Union to hold IAU Colloquium 67, therefore, was to obtain reports on these developments with the emphasis placed upon overall efficiency of the complete observational system - from telescope aperture right through to detector output. A fitting venue for the meeting was the site of the 6 metre BTA (Bolshoi Azimuth Telescope) at Zelenchukskaya in the Caucasus mount ains, USSR. The BTA is operated by the Special Astrophysical Observatory located at Nizhnij Arkhyz, a few kilometres from the telescope itself.

The manual skills of the craftsman mirror grinder have been transformed into the new-age skills of the programmer and the machine maker. (The new products did not end the work of craftsman te- scope makers, though. Many highly skilled amateur/professional opticians cont- ued to produce good-quality mirrors that are still seen today. ) Amateur-priced telescopes are now capable of highly accurate tracking and computer control that were once only the province of professionals. This has greatly increased the p- sibilities of serious astronomy projects for which tailor-made software has been developed. Add a CCD camera to these improved telescopes (see Chap. 3), and you bring a whole new dimension to your astronomy (see Fig. 1. 1). Look Before You Leap! But first, a word of caution. Unless you are already familiar with astronomy and basic telescopes, it is not wise to start spending large amounts of money on a we- featured telescope. Such an instrument might otherwise be subsequently abandoned due to a perceived overcomplexity coupled with a waning interest.

We prefer to remember this workshop as a "meeting of friends", who came to Garching to visit ESO and to present their work, rather than a formal meeting. Based on our experience with the 1996 ESO CCO workshop, we deliberately put emphasis on creating an environment that encouraged the participants to stay together and informally exchange ideas. These informal events began with a tour of the BWM auto factory and continued with a reception at "SchloB Beletic", the conference dinner at a real SchloB of the Bavarian International School (where the participants enjoyed basket, baseball, table soccer, rock climbing and eventually dancing) and concluded with a tour of the Paulaner Brewery and dinner at the Seehaus in the Englisher Garten. The lunch "Biergarten", adjacent to the poster session area, was a daily meeting point. The result was a good mixture of excellent presentations and posters, collected in these Proceedings, and many occasions for people to get in touch and to have fun together, as witnessed by the selection of workshop pictures that we randomly placed between papers. This book contains a special contribution.
