Book excerpt: Forest decline became a matter of public and scientific concern in France in 1983 when conifers in the Vosges mountains were found to exhibit unusual crown deterioration. An impassioned controversy on a supposedly large scale forest health problem was then in full swing in Central Europe. A co-ordinated research programme entitled DEFORPA ("Deperissement des For~ts et Pollution AtmospMrique") was launched in 1984. This programme ran from 1984 to 1991 and a number of projects are still in progress. The Programme was sponsored by three French ministries (Enviroument, Agriculture and Forestry, Research and Technologyl), several state agencies, various regional authorities and the Commission of the European Communities (DO xn and DG VI). Initially, emphasis was solely laid on the understanding of forest decline in the mountainous areas - because damage was most obvious there - in relation to natural and man-made factors. Air pollution was given high but not overwhelming priority. Thus, the DEFORPA Programme was not in its essence a nation-wide assessment of air pollution effects, unlike a number of national acidification research programmes in Europe and North America. During. the programme, however, the areas of concern expanded. In particular, research into water acidification in the Vosges mountains was developed in parallel with the DEFORPA Programme, and possible eutrophication of the ground flora in northeastern France became the subject of new research.

It was organised jointly by the Commission of the European Communities (CEC) and the European Science Foundation (ESF) in association with the Italian Research Council (CNR). The symposium brQughUogether most -Of the internationally recognized groups working on forest ecosystems including biologists, botanists, ecologists, soil scientists, modellers, foresters and policy makers. All the CEC countries were represented. In addition, there was a broad audience from Eastern and Central Europe and from EFfA countries. Outstanding experts from outside Europe (US, Australia, Canada, Japan, China, etc.) were also present. In total, the symposium was attended by more than 500 participants. The structure of this book reflects the main elements of the meeting. As such it includes three main sections. The first consists of six major state-of-the-art reviews corresponding to the six plenary sessions, each followed by a discussion which has been summarized by rapporteurs. The reviews were prepared to assess critically the state of current knowledge in ecosystem research and to provide a scientific basis both for policy decisions and for further research.

In 1985 the Dutch Priority Programme on Acidification was started in order to give a more concrete form to the increasing interest of policy-makers in the effects of air pollution on ecosystems in particular.In the last three years, the research has focused on obtaining a more accurate estimate of the emission of ammonia on the deposition of SOx, NOy and NHx, and also on quantifying effects on forest and heathland ecosystems. This quantification of effects included experimental work model analyses, and derivation of critical loads and levels for forest and heathland ecosystems. Furthermore, scenario analyses were made with the Dutch Acidification Systems Model (DAS) in order to evaluate the effectiveness of policy measures.The research itself, which formed the basis for this book, has been described in the reports on individual projects. A summary of the scientific results and conclusions is given in thematic reports (added as annex). An independent Review Team has provided a critical assessment of the research carried out since 1988. The Review Report has been incorporated as annex.

This chapter is followed by a chapter which deals with the emissions of acidifying substances, the concentrations and the deposition to forest and nature conservation areas. Prognoses are given for the acid deposition in 2000 and 2010; the deposition in the countries surrounding the Netherlands is also mentioned. The differences in the results of the DPPA-II are analysed.The third chapter deals with the effects of exposure and load on forests. The chapter moves from small-scale to large-scale: first the effects in laboratory-scale studies are described, then the effects in the field, both at stand level and on a regional scale. In addition, the critical thresholds (critical level of concentration and critical load of deposition) are discussed.The fourth chapter covers terrestrial ecosystems (or parts thereof) as well as weakly buffered surface waters, springs and other streams. Critical levels and loads are also discussed. Monitoring of forest condition at the national level started in Finland in 1985 in accordance with the methodology drawn up by the International Co-operative Programme on Assessments and Monitoring of Air Pollution Effects on Forests (ICP Forests, UN/ECE). Since then, research into forest condition and vitality has been one of the key areas in the research carried out by the Finnish Forest Research Institute. Three basic questions formed the starting point for the multidisciplinary, Forest Condition Research Programme: What changes are taking place in our forests? Why does forest condition vary, and why do trees appear to be suffering? How can forest condition be maintained through appropriate forest management? This report covers forest condition and changes in environmental factors on the of the latest findings, publications and expertise of researchers participated in basis the Forest Condition Research Programme. In addition to researchers from the Finnish Forest Research Institute, a large number of scientists from domestic and foreign universities and research institutes also made a considerable contribution to the research programme.
