Book excerpt: In the history of the Indian grammatical tradition, Bhartṛhari (about fifth century C.E.) is the fourth great grammarian - after Pāṇini, Kātyāyana and Patañjali - and the first to make the philosophical aspects of language and grammar the main subject of an independent work. This work, the Vākyapadīya (VP), consists of about 2000 philosophical couplets or kārikās. Since the latter half of the nineteenth century, the VP has been known to Western Sanskritists, but its language-philosophical contents have started to receive serious attention only in the last few decennia. The subject matter of the VP resonates strongly with crucial themes in twentieth-century Western thought, although the background and the way the issues are elaborated are quite different. Scholars have compared and contrasted Bhartṛhari’s ideas with those of de Saussure, Wittgenstein and Derrida. A theme which, as a leitmotiv, pervades the entire VP is the relation between language, thought and reality. In several Indian traditions, a proper insight into this relation was (and still is) held to be of importance for attaining ‘liberation’.

Book excerpt: In France as elsewhere in recent years, legislative debates over single-parent households, same-sex unions, new reproductive technologies, transsexuality, and other challenges to long-held assumptions about the structure of family and kinship relations have been deeply divisive. What strikes many as uniquely French, however, is the extent to which many of these discussions-whether in legislative chambers, courtrooms, or the mass media-have been conducted in the frequently abstract vocabularies of anthropology and psychoanalysis. In this highly original book, Camille Robcis seeks to explain why and how academic discourses on kinship have intersected and overlapped with political debates on the family-and on the nature of French republicanism itself. She focuses on the theories of Claude Levi-Strauss and Jacques Lacan, both of whom highlighted the interdependence of the sexual and the social by positing a direct correlation between kinship and socialization. Robcis traces how their ideas gained recognition not only from French social scientists but also from legislators and politicians who relied on some of the most obscure and difficult concepts of structuralism to enact a series of laws concerning the family. Levi-Strauss and Lacan constructed the heterosexual family as a universal trope for social and psychic integration, and this understanding of the family at the root of intersubjectivity coincided with the role that the family has played in modern French law and public policy. The Law of Kinship contributes to larger conversations about the particularities of French political culture, the nature of sexual difference, and the problem of reading and interpretation in intellectual history.

Les problèmes posés par l’importance de la population hantent l’esprit de chacun d’entre nous. Il suffit de rappeler les grands débats de l’actualité pour s’en convaincre. Tous sont liés à elle : pollution, surpopulation mondiale, crise de dénatalité, contraception, avortement, croissance, âge de la retraite, etc. Il faudrait citer tous les domaines de notre vie. Dans ces conditions la Science Économique se trouve automatiquement mise à contribution pour la compréhension d’un phénomène aussi essentiel. Un certain nombre d’auteurs contemporains ont ainsi édifié une véritable « Économie de la sous-population ». La Science Économique est par là même intimement mêlée à l’avenir de l’homme. C’est une occasion privilégiée de réfléchir sur son contenu et sa méthode. Tel est bien l’objet de cette étude qui dépasse le problème démographique, mais qui a voulu le serrer de suffisamment près pour donner un fil directeur bien concret à la réflexion et éviter ainsi de tomber dans des considérations sans accord avec la réalité. La première partie de cette étude est une présentation du contenu et des objectifs de la théorie moderne dans le domaine démographique. Ce tour d’horizon (principalement à travers les contributions de S. Enke, A.J. Coale, E.M. Hoover et L. Tabah) constitue la matière permettant de procéder à une critique de la méthode employée. Les outils utilisés, les concepts proposés, les hypothèses privilégiées, l’approche elle-même sont passés au crible de la critique. Et en dernier ressort, l’élément déterminant, c’est la sanction des faits : quels sont les résultats concrets de l’application de ces théories ? Le lecteur pourra juger lui-même des excès qui se produisent dans ce domaine, donc du fossé qui sépare certaines conceptions de la théorie économique de la vie (deuxième partie). Cela ne suffit pas, et il faut dépasser le simple constat. À ce stade de l’analyse, la moitié seulement du chemin est parcourue. Si elle nous rend sceptique sur la situation actuelle, elle permet également d’envisager un certain nombre de solutions positives. L’explication de la situation permet de tirer de précieuses leçons. Si les erreurs dénoncées sont le fruit de graves négligences, c’est là qu’il faut administrer les remèdes. On tâchera de mettre le lecteur sur la voie de cette médecine dans la troisième partie. Finalement, il s’agit de redonner à la Science Économique sa véritable dimension, pour lui permettre de jouer le rôle qui est le sien. Elle ne peut pas être une science exacte. Il faut qu’elle abandonne cette prétention. Alors seulement on évitera les désillusions, on saura vraiment ce qu’elle peut apporter — et sous quelles exigences. Plusieurs conceptions de l’homme se disputent le monde. Les choix seront donc différents selon les auteurs. Mais on peut au moins exiger qu’ils précisent leurs options. D’autre part, si une certaine pluralité demeure, la sanction du réel reste l’ultime référence. Le recours à la morale, c’est-à-dire le respect d’un certain nombre de principes objectifs qui résultent de ce qu’est l’homme, et non pas de ce qu’on veut qu’il soit, est le garant de l’unité et de l’efficacité. Telle est la constatation qui se dégage de l’analyse de la théorie économique concernant la population. Si les lacunes sont claires, il reste à les combler et à décider de le faire.

Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of ‘savage’ capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.
