This model refers to a decision-making process and to the idea that military victory goes to the side that can complete the cycle from observation to action the fastest. This book aims to redress this state of affairs and re-examines John Boyd’s original contribution to strategic theory. By highlighting diverse sources that shaped Boyd’s thinking, and by offering a comprehensive overview of Boyd’s work, this volume demonstrates that the common interpretation of the meaning of Boyd’s OODA loop concept is incomplete. It also shows that Boyd’s work is much more comprehensive, richer and deeper than is generally thought. With his ideas featuring in the literature on Network Centric Warfare, a key element of the US and NATO’s so-called ‘military transformation’ programmes, as well as in the debate on Fourth Generation Warfare, Boyd continues to exert a strong influence on Western military thinking. Dr Osinga demonstrates how Boyd’s work can helps us to understand the new strategic threats in the post- 9/11 world, and establishes why John Boyd should be regarded as one of the most important (post)modern strategic theorists.

The report found that NASA is uniquely positioned to implement these observational strategies and that a number of agency programs would benefit from the resulting data. In particular, the report strongly endorses the near-term launch of a satellite dedicated to L-band InSAR measurements of the land surface, which is a key component of the U.S. Geological Survey's hazards mitigation program and the multi-agency EarthScope program.

Besides considering an internal firm dimension, the authors focus particularly on knowledge sourcing from academic institutions and the appropriability regime using a cost-benefit framework. The analysis provides evidence that the access to important scientific knowledge imposes the adoption of academic disclosure principles, whereas the mere existence of collaborative links with academic institutions is not a strong predictor. Furthermore, the results suggest that overall industry conditions are influential in shaping the cost-benefit rationale of firms with respect to scientific disclosure.

Book excerpt: Since its discovery in 1610, Europa-one of Jupiter's four large moons-has been an object of interest to astronomers and planetary scientists. Much of this interest stems from observations made by NASA's Voyager and Galileo spacecraft and from Earth-based telescopes indicating that Europa's surface is quite young, with very little evidence of cratering, and made principally of water ice. More recently, theoretical models of the jovian system and Europa have suggested that tidal heating may have resulted in the existence of liquid water, and perhaps an ocean, beneath Europa's surface. NASA's ongoing Galileo mission has profoundly expanded our understanding of Europa and the dynamics of the jovian system, and may allow us to constrain theoretical models of Europa's subsurface structure. Meanwhile, since the time of the Voyagers, there has been a revolution in our understanding of the limits of life on Earth. Life has been detected thriving in environments previously thought to be untenable-around hydrothermal vent systems on the seafloor, deep underground in basaltic rocks, and within polar ice. Elsewhere in the solar system, including on Europa, environments thought to be compatible with life as we know it on Earth are now considered possible, or even probable. Spacecraft missions are being planned that may be capable of proving their existence. Against this background, the Space Studies Board charged its Committee on Planetary and Lunar Exploration (COMPLEX) to perform a comprehensive study to assess current knowledge about Europa, outline a strategy for future spacecraft missions to Europa, and identify opportunities for complementary Earth-based studies of Europa. Book excerpt: The dissertation examines how actors in Norway, Sweden, and the British Empire conceived the Antarctic as a space for science during the years 1912 to 1952. Instead of tracing a narrative of enlightenment, how science became the dominant form of activity in the Antarctic, I examine a series of episodes with particular attention to why particular kinds of science held sway within specific political, cultural, and economic contexts. Concerned more with how Antarctic science was planned and justified than how it was executed in the field, the project draws upon recent scholarship in geography and geopolitics, as well as the history of exploration. The six case studies involve an aborted Anglo-Swedish Antarctic expedition in 1912; Britain's interwar Antarctic whaling research program; debates among whaling magnates and their associates over the relationship between Antarctic science and whaling in interwar Norway; the culture of polar exploration that emerged at Cambridge (and to some extent Oxford) between the world wars; the approach to polar exploration and quantitative glaciology pioneered by the Swedish geographer Hans Ahlmann; and the complicated history of the Norwegian-British-Swedish Antarctic Expedition (1949-52). I conclude with an epilogue arguing that the rise of international science in the Antarctic during the 1950s reflected the geopolitical dynamics of the Cold War, rather than the triumph of science over politics.
