Among others, Mokoko Sebola, Tawanda Nyawasha and Molefi Asante have recently made controversial contributions on this subject in relation to Africa in general and South Africa in particular. In this book the author draws from an Afrocentric paradigm to present an alternative and refreshing perspective on the politics of higher education, scholarship and ethics in Africa. While the book draws heavily from the South African experience, it also offers lessons for Africa, the black world and the global south. It begins with an extended critique of Sebola's contribution on the subject and then synthesizes his views with the Nyawasha-Asante debate on the same subject. While the book's point of departure is to draw attention to the limitations of the works of the aforementioned scholars; it raises the discourse by switching from an individual to systems level of analysis. __________________________________________ Kgothatso B. Shai is an Associate Professor and Head of Cultural & Political Studies at the University of Limpopo in South Africa. He was educated at the Universities of Venda and Limpopo, South Africa, where he received a PhD in International Politics. In South Africa, calls for transformation have been heard in the university since the last days of apartheid. Similar claims for quality higher education to be made available to all have been made across the African continent. In spite of this, inequalities remain and many would argue that these have been exacerbated during the Covid pandemic. Understanding Higher Education responds to these calls by arguing for a social account of teaching and learning by contesting dominant understandings of students as decontextualised learners premised on the idea that the university is a meritocracy. This book tackles the issue of teaching and learning by looking both within and beyond the classroom. It looks at how higher education policies emerged from the notion of the knowledge economy in the newly democratic South Africa, and how national qualification frameworks and other processes brought the country more closely into conversation with the global order. The effects of this on staffing and curriculum structures are considered alongside a proposition for alternative ways of understanding the role of higher education in society.

It does so against the backdrop of the core argument that the sector plays a critical role in shaping, (re)producing and perpetuating sectoral, class, sub-national and national identities, which in turn, in the peculiar South African setting, are almost invariably analogous with the historical fault lines determined and dictated by language as a marker of ethnic and racial identity. The chapters in the book grapple with the nuances related to these intersections in the understanding that higher education language policies – overt and/or covert – largely structure institutional cultures, or what has been described as curriculum in higher education institutions. Together, the chapters examine the roles played by higher education, by language policies, and by the intersections of these policies and ethnolinguistic identities in either constructing and perpetuating, or deconstructing ethnolinguistic identities upon which the sector was founded. We have observed that governance discourse has been excluded in debates that concern the public good. The construct of public good seeks to support higher education that does not support a capitalist view of profit-making, arguably to respond to societal demands and needs such as developmental efforts through academic functions. Higher Education focuses on interconnected multi-disciplinary constructs, intending to provide services for the public good. The issue of public good is an interesting construct that puts universities on the spot since they are expected to be responsive to environmental changes and stakeholder needs through the functioning of accountable governance structures. These governance structures are compelled to comply with policy demands within external and internal environmental factors. This experience has exposed universities to systematic challenges that are local, regional and global, and which forces them to adapt while serving stakeholders and society. This book will also interrogate the governance of South African public universities in the post-decolonisation era and new demands from stakeholders.

A well-performing education system is central to achieving inclusive development - but the challenge of improving educational outcomes has proven to be unexpectedly difficult. Access to education has increased, but quality remains low, with weaknesses in governance comprising an important part of the explanation. The Politics and Governance of Basic Education explores the balance between hierarchical and horizontal institutional arrangements for the public provision of basic education. Using the vivid example of South Africa, a country that had ambitious goals at the outset of its transition from apartheid to democracy, it explores how the interaction of politics and institutions affects educational outcomes. By examining lessons learned from how South Africa failed to achieve many of its goals, it constructs an innovative alternative strategy for making process, combining practical steps to achieve incremental gains to re-orient the system towards learning.
