Book excerpt: More than 200 major river basins are shared by two or more countries and, together, these basins account for about 60% of the earth's land area, constituting a significant portion of the world's fresh water resources. They are thus both a significant asset to the nations sharing them, as well as a potential source of conflict. This book presents a generic framework for the analysis of decision making on international river issues. It emphasises the strategic character of the interactions between the basin states and addresses learning and institutionalization processes, taking account of the influence of the context on the decision making process. The case of the river Scheldt covers negotiations on the Belgian-Dutch water conventions covering a number of international issues relating to the river basins of the Scheldt and the Meuse, such as construction projects aimed at improving the maritime access to the port of Antwerp, the maintenance of the navigation channel in the Western Scheldt, pollution of the waters in the two rivers, and the distribution of water from the Meuse. The final part of the book contains a typology of strategies for the solution of upstream-downstream problems in international river basins. This can create conflict and limit opportunities for regulated consumption of their goods and services, but also provide opportunities for joint multinational efforts that exceed single country capabilities. This book illustrates the diversity of transborder natural resources, the pressures that they experience or the opportunities that exist for multinational regulatory regimes, monitoring and enforcement. It presents ten case studies of transborder natural resources that are of interest to two or more neighboring countries, and that are subject to, or in need of bilateral or multinational coordinated management. The case studies include the exploitation of specific marine resources in international waters, rivers that travel through several countries and contiguous tropical forests across national borders, and where commodities, nature conservation or even territorial integrity are at stake. They are drawn from across the globe, including flood management in Western Europe, tropical forests in the Western Amazon, hydropower development in the Mekong region of South-east Asia, forest conservation in Central Africa and marine resource and fisheries exploitation in the waters of Japan, South-east Asia and Australia. Book excerpt: Oceans and lakes are characterized by large residence times and can thus be considered as being in an equilibrium or quasi-equilibrium state. In contrast, estuaries, which constitute the interface between the fresh water and marine ecosystems, are biogeochemically and physically very dynamic. Strong gradients in physical and chemical variables such as temperature, pH, salinity, dissolved oxygen, nutrients, amount and composition of particulates result from the mixing of fresh water and saline end members. These gradients provoke increased biogeochemical processes, generally resulting in a geochemical filter (the area of high turbidity, showing enhanced adsorption-desorption processes) and a biological filter (the area of high plankton activity showing, besides a high uptake of nutrients, a high accumulation of trace metals). Both filters disturb the conservative mixing pattern of the trace metals in an estuary. In addition, four aspects make the Scheldt estuary very unusual and different from other estuaries: the Scheldt is a tide-governed estuary which means larger residence times; the upper estuary receives large inputs of biodegradable organic matter which leads to oxygen depletion in winter and to anoxic conditions in summer; inputs of toxic pollutants occur in the upper estuary by the industrial park of Antwerp; the anoxic zone, the zone of pollutant input and the zone of the turbidity maximum coincide geographically. The Scheldt estuary is thus an ideal field laboratory for the study of biogeochemical processes which do not occur elsewhere, or only partially, to a very low extent or in a specific compartment, i.e. the sediments. More specifically, redox processes involving trace metals, the formation of non-labile metal complexes, and the methylation of mercury occur as a result of anoxic conditions and the high load of organic matter. Several models describing in detail the transport, the sedimentation and the speciation of the trace metals in this well-mixed estuary (all major estuaries in EC countries adjacent to the North Sea or the Atlantic Ocean are well-mixed) are presented in this book. A comparison of the metal concentrations over a 15-year period shows a net reduction of the pollution level.

Scale choices influence the content of a study (the problems on the agenda, the options found and the impacts addressed) and the process (actors involved, their dedication and criticalness). Scale choices are not politically neutral: they may have advantages or disadvantages for certain actors by putting their urgent problems and their preferred options on the agenda, while they may hide or stress positive or negative impacts of options. Yet, little is known about the specific effects of scale choices and how they are made in practice. In this research, the making of scale choices is studied in two cases in practice: the Long Term Vision Study of the Scheldt Estuary and the Water Shortage Study of the Netherlands. Scale choices appear to be an important framing instrument that can be used by the policy analyst.

Book excerpt: At present, constructed wetlands for wastewater treatment are a widely used technology for treatment of various types of wastewaters. The International Water Association (then International Association on Water Pollution Research and Control) recognized wetlands as useful tools for wastewater treatment and est- lished the series of biennial conferences on the use of wetland systems for water pollution control in 1988. In about 1993, we decided to organize a workshop on nutrient cycling in natural and constructed wetlands with the major idea to bring together researchers working on constructed and also natural wetlands. It was not our intention to compete with IWA conferences, but the workshop should rather complement the series on treatment wetlands by IWA. We believed that the exchange of information obtained from natural and constructed wetlands would be beneficial for all participants. And the time showed that we were correct. The first workshop took place in 1995 at T?ebo? in South Bohemia and most of the papers dealt with constructed wetlands. Over the years we extended the topics on natural wetlands (such as role of wetlands in the landscape or wetland restoration and creation) and during the 6th workshop held at T?ebo? from May 30 to June 3, 2006, nearly half of 38 papers presented during the workshop dealt with natural wetlands. This workshop was attended by 39 participants from 19 countries from Europe, Asia, North and South Americas and Australia. The volume contains 29 peer-reviewed papers out of 38 papers which were presented during the workshop.

Book excerpt: This book presents the findings of a team of scientists and practitioners who have been working on the project “Benefits of Governance in Drought Adaptation” (in short: the DROP project), which is included in the European Union’s INTERREG IVB NWE programme. The DROP governance team developed a Governance Assessment Tool (GAT), which allows the governance setting of a given region for planning and realizing drought adaptation measures to be assessed. Based on this assessment, recommendations can be developed for regional water authorities concerning how to operate most effectively towards increased drought resilience in this context. The GAT has been applied to six regions in Northwest Europe: Twente and Salland in the Netherlands, Eifel-Ruhr in Germany, Brittany in France, Somerset in the United Kingdom, and Flanders in Belgium. These regions are subject to drought aspects related to nature, agriculture and freshwater. This book will aid regional water authorities and other relevant stakeholders interested in governance assessment, whether that context is about water, more specifically about drought or flooding events, or other environmental issues. Further, the GAT can and has also been applied more broadly to a range of governance contexts for water management and beyond.
