Considered the most forward looking regional agreement of the time, it influenced significantly the development of environmental law in Africa. Two and a half decades of intense developments in international environmental law made it necessary to revise this treaty, update its provisions and enlarge its scope. This was undertaken under the auspices of the African Union (previously OAU), and the revision was adopted by its Heads of State and Government in July 2003 in Maputo. The introduction provides an overview of this new international treaty, as well as a commentary to each of its provisions.

Book excerpt: This UNESCO report looks into the damaging effects of climate change on Indigenous cultures. When considering climate change, indigenous peoples and marginalized populations warrant particular attention. Impacts on their territories and communities are anticipated to be both early and severe due to their location in vulnerable environments, including small islands, high-altitude zones, desert margins and the circumpolar Arctic. Indeed, climate change poses a direct threat to many indigenous societies due to their continuing reliance upon resource-based livelihoods. Heightened exposure to negative impacts, however, is not the only reason for specific attention and concern. As many indigenous societies are socially and culturally distinct from mainstream society, decisions, policies and actions undertaken by the majority, even if well-intended, may prove inadequate, ill-adapted, and even inappropriate. There is therefore a need to understand the specific vulnerabilities, concerns, adaptation capacities and longer-term aspirations of indigenous peoples and marginalized communities throughout the world. Indigenous and traditional knowledge contribute to this broader understanding.

Book excerpt: Hitherto undiscovered yet fundamental historical and literary texts from the Pacific provide the subject matter of this collection of essays which sets out to explore the new forms of writing and hybrid identities emerging from both past and contemporary cultural contact and exchange in the 'South Seas'. This is also a weaving of the connections between Francophone and Anglophone writers long separated by colonial history. Luis Cardoso, writing in Portuguese from East Timor offers further points of contrast. The places of encounter - the beaches of Tahiti, the retelling of the texts of oral tradition, indigenous mastery of writing and appropriation of Western technology, the construction of contemporary Pacific anthologies or emerging post-colonial writing and translation - are sites of interaction and mixing that also involve negotiations of mana or power. From Pierre Loti's mythical and feminised Tahitians to Déwé Gorodé's silenced women, the outcomes of such negotiations are dynamic and different syncretisms. Two chapters reexamine the theoretical concept of hybridity from these Pacific perspectives. Book excerpt: Between the Roman annexation of Egypt and the Arab period, the Nile Delta went from consisting of seven branches to two, namely the current Rosetta and Damietta branches. For historians, this may look like a slow process, but on a geomorphological scale, it is a rather fast one. How did it happen? How did human action contribute to the phenomenon? Why did it start around the Roman period? And how did it impact on ancient Deltaic communities? This volume reflects on these questions by focusing on a district of the north-eastern Delta called the Mendesian Nome. The Mendesian Nome is one of the very few Deltaic zones documented by a significant number of papyri. To date, this documentation has never been subject to a comprehensive study. Yet it provides us with a wealth of information on the region's landscape, administrative geography, and agrarian economy. Starting from these papyri and from all available evidence, this volume investigates the complex networks of relationships between Mendesian environments, socio-economic dynamics, and agro-fiscal policies. Ultimately, it poses the question of the "otherness" of the Nile Delta, within Egypt and, more broadly, the Roman Empire. Section I sets the broader hydrological, documentary, and historical contexts from which the Roman-period Mendesian evidence stem. Section II is dedicated to the reconstruction of the Mendesian landscape, while section III examines the strategies of diversification and the modes of valorization of marginal land attested in the nome. Finally, section IV analyses the socio-environmental crisis that affected the nome in the second half of the second century AD.
