Book excerpt: This book goes beyond traditional minimum wage research to investigate the interplay between different country and sectoral institutional settings and actors’ strategies in the field of minimum wage policies. It asks which strategies and motives, namely free collective bargaining, fair pay and/or minimum income protection, are emphasised by social actors with respect to the regulation and adaptation of (statutory) minimum wages. Taking an actor-centered institutionalist approach, and employing cross-country comparative studies, sector studies and single country accounts of change, the book relates institutional and labour market settings, actors’ strategies and power resources with policy and practice outcomes. Looking at the key pay equity indicators of low wage development and women’s over-representation among the low paid, it illuminates our understandings about the importance of historical junctures, specific constellations of social actors, and sector- and country-specific actor strategies. Finally, it underlines the important role of social dialogue in shaping an effective minimum wage policy. It examines how the emergence of a mass consumer society proved insufficient, not only to overcome underdevelopment, but also to consolidate the comprehensive social protection system inherited from Brazil’s 1988 Constitution. By juxtaposing different theoretical frameworks, this book scrutinizes how the current finance-dominated capitalism has reshaped the role of social policy, away from rights-based decommodified benefits and towards further commodification. This constitutes the Brazilian paradox: how a center-left government has promoted and boosted financialization through a market incorporation strategy using credit as a lever for expanding financial inclusion. In so doing, it has pushed the subjection of social policy further into the logic of financial markets.

Drawing on original and detailed empirical research, it presents novel insights into the complex entanglements between colonial pasts and political memories of anti-colonialism in shaping new nations arising out of liberation struggles. Broadening postcolonial memory studies by emphasising underdeveloped research cases, it provides the first comprehensive research into how the liberation struggle is memorialised in Cape Verde and why it changes over time. Proposing an innovative approach to thinking about this historical event as a political subject, the book argues that the "struggle" constitutes a mnemonic device mobilised while negotiating contemporaneous representations related to the Cape Verdean nation, state and society.
