Book excerpt: This synthesis report first presents an overview of the context shaping the various measures taken by the government to protect Quebec's waterways. The problems at issue in assessing the toxic substances in effluents from these industrial plants are described next, followed by the methodology selected and the Chimiotox Index, an index developed to solve the problem of combining loadings of the toxic substances characterized. Methods of monitoring effluent quality are then defined. Lastly, the main accomplishments and cleanup measures, along with the discharge reduction results obtained from 1988 to 1995, as determined by the Chimiotox index and by monitoring parameters, are presented for all 50 Action Plan priority industrial plants.
