Download or read book Radiation in Medicine written by Institute of Medicine and published by National Academies Press. This book was released on 1996-03-25 with total page 321 pages. Available in PDF, EPUB and Kindle. Book excerpt: Does radiation medicine need more regulation or simply better-coordinated regulation? This book addresses this and other questions of critical importance to public health and safety. The issues involved are high on the nation's agenda: the impact of radiation on public safety, the balance between federal and state authority, and the cost-benefit ratio of regulation. Although incidents of misadministration are rare, a case in Pennsylvania resulting in the death of a patient and the inadvertent exposure of others to a high dose of radiation drew attention to issues concerning the regulation of ionizing radiation in medicine and the need to examine current regulatory practices. Written at the request from the Nuclear Regulatory Commission (NRC), Radiation in Medicine reviews the regulation of ionizing radiation in medicine, focusing on the NRC's Medical Use Program, which governs the use of reactor-generated byproduct materials. The committee recommends immediate action on enforcement and provides longer term proposals for reform of the regulatory system. The volume covers: Sources of radiation and their use in medicine. Levels of risk to patients, workers, and the public. Current roles of the Nuclear Regulatory Commission, other federal agencies, and states. Criticisms from the regulated community. The committee explores alternative regulatory structures for radiation medicine and explains the rationale for the option it recommends in this volume. Based on extensive research, input from the regulated community, and the collaborative efforts of experts from a range of disciplines, Radiation in Medicine will be an important resource for federal and state policymakers and regulators, health professionals involved in radiation treatment, developers and producers of radiation equipment, insurance providers, and concerned laypersons.

Download or read book Confessions of a Rogue Nuclear Regulator written by Gregory B. Jaczko and published by Simon & Schuster. This book was released on 2020-01-14 with total page 208 pages. Available in PDF, EPUB and Kindle. Book excerpt: A shocking exposé from the most powerful insider in nuclear regulation about how the nuclear energy industry endangers our lives—and why Congress does nothing to stop it. Gregory Jaczko had never heard of the Nuclear Regulatory Commission when he arrived in Washington like a modern-day Mr. Smith. But, thanks to the determination of a powerful senator, he would soon find himself at the agency’s helm. A Birkenstocks-wearing physics PhD, Jaczko was unlike any chairman the agency had ever seen: he was driven by a passion for technology and a concern for public safety, with no ties to the industry and no agenda other than to ensure that his agency made the world a safer place. And so Jaczko witnessed what outsiders like him were never meant to see—an agency overpowered by the industry it was meant to regulate and a political system determined to keep it that way. After an emergency trip to Japan to help oversee the frantic response to the horrifying nuclear disaster at Fukushima in 2011, and witnessing the American nuclear industry’s refusal to make the changes he considered necessary to prevent an equally catastrophic event from occurring here, Jaczko started saying aloud what no one else had dared. Confessions of a Rogue Nuclear Regulator is a wake-up call to the dangers of lobbying, the importance of governmental regulation, and the failures of congressional oversight. But it is also a classic tale of an idealist on a mission whose misadventures in Washington are astounding, absurd, and sometimes even funny—and Jaczko tells the story with humor, self-deprecation, and, yes, occasional bursts of outrage. Above all, Confessions of a Rogue Nuclear Regulator is a tale of confronting the truth about one of the most pressing public safety and environmental issues of our time: nuclear power will never be safe.
Download or read book Lessons Learned from the Fukushima Nuclear Accident for Improving Safety of U S Nuclear Plants written by National Research Council (U.S.). Committee on Lessons Learned from the Fukushima Nuclear Accident for Improving Safety and Security of U.S. Nuclear Plants and published by National Academy Press. This book was released on 2014-10-29 with total page 394 pages. Available in PDF, EPUB and Kindle. Book excerpt: The March 11, 2011, Great East Japan Earthquake and tsunami sparked a humanitarian disaster in northeastern Japan. They were responsible for more than 15,900 deaths and 2,600 missing persons as well as physical infrastructure damages exceeding $200 billion. The earthquake and tsunami also initiated a severe nuclear accident at the Fukushima Daiichi Nuclear Power Station. Three of the six reactors at the plant sustained severe core damage and released hydrogen and radioactive materials. Explosion of the released hydrogen damaged three reactor buildings and impeded onsite emergency response efforts. The accident prompted widespread evacuations of local populations, large economic losses, and the eventual shutdown of all nuclear power plants in Japan. "Lessons Learned from the Fukushima Nuclear Accident for Improving Safety and Security of U.S. Nuclear Plants" is a study of the Fukushima Daiichi accident. This report examines the causes of the crisis, the performance of safety systems at the plant, and the responses of its operators following the earthquake and tsunami. The report then considers the lessons that can be learned and their implications for U.S. safety and storage of spent nuclear fuel and high-level waste, commercial nuclear reactor safety and security regulations, and design improvements. "Lessons Learned" makes recommendations to improve plant systems, resources, and operator training to enable effective ad hoc responses to severe accidents. This report's recommendations to incorporate modern risk concepts into safety regulations and improve the nuclear safety culture will help the industry prepare for events that could challenge the design of plant structures and lead to a loss of critical safety functions. In providing a broad-scope, high-level examination of the accident, "Lessons Learned" is meant to complement earlier evaluations by industry and regulators. This in-depth review will be an essential resource for the nuclear power industry, policy makers, and anyone interested in the state of U.S. preparedness and response in the face of crisis situations.

Download or read book Functions and Processes of the Regulatory Body for Safety written by International Atomic Energy Agency and published by . This book was released on 2018 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Safety Guide provides recommendations on meeting the requirements of IAEA Safety Standards Series No. GSR Part 1 (Rev. 1), Governmental, Legal and Regulatory Framework for Safety, on the regulatory body's core functions and associated regulatory processes. This guidance is particularly important for regulatory bodies having responsibilities covering a range of facilities and activities that give rise to radiation risks and the important organizational interfaces between various regulatory authorities, which require effective coordination and cooperation. It promotes a consistent approach to regulation and specifically addresses the release of facilities and activities from regulatory control including sites, buildings, equipment and material. The publication is intended to be used mainly by regulatory bodies but will also be useful for governments that are developing a regulatory framework for safety. It will also assist authorized parties and others dealing with radiation sources in understanding regulatory procedures, processes and expectations.

Download or read book Fault Tree Handbook written by U S Nuclear Regulatory Commission and published by www.Militarybookshop.CompanyUK. This book was released on 2012-11 with total page 210 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since 1975, a short course entitled "System Safety and Reliability Analysis" has been presented to over 200 NRC personnel and contractors. The course has been taught jointly by David F. Haasl, Institute of System Sciences, Professor Norman H. Roberts, University of Washington, and 'members of the Probabilistic Analysis Staff, NRC, as part of a risk assessment training program sponsored by the Probabilistic Analysis Staff. This handbook has been developed not only to serve as text for the System Safety and Reliability Course, but also to make available to others a set of otherwise undocumented material on fault tree construction and evaluation. The publication of this handbook is in accordance with the recommendations of the Risk Assessment Review Group Report (NUREG/CR-0400) in which it was stated that the fault/event tree methodology both can and should be used more widely by the NRC. It is hoped that this document will help to codify and systematize the fault tree approach to systems analysis.
