Book excerpt: Wetlands are one of the most productive ecosystems on the planet. The Ramsar Convention on Wetlands 1971 is the oldest international agreements related to biodiversity and also the only one focusing on a specific ecosystem. Nepal has various types of wetlands with an estimated 382,700 ha in total (about 2.6% of the country’s area) whereas recent surveys estimate it to be around 7% of the total area. Wetlands harbour about 25% of the biodiversity of Nepal. The Ramsar Convention came into force in 1988 and as expression of the country’s commitment to wetland conservation 22 years ago. Despite this, wetlands continue to degrade rapidly across country. This study aims to examine the cross-cutting issue of wetland governance in Nepal, shed light on the recent developments and identify its implications for the future. Wetland management has in the past remained centralized, with political power vested in the state to manage through line ministries. The irony is that numerous agencies claimed the ownership but no one managed it. There are numerous laws divided according to sectors, forests, water resources, aquatic animals, wildlife, local governance and irrigation. Most of these laws do not acknowledge each other and are formulated in isolation thus creating situations of overlaps and contradictions. Resources in the Ghodaghodi are heavily interlinked and interdependent. The lakes are the most important components for migrating birds and local fish species which are the major basis of the site being declared a Ramsar site.
