Book excerpt: Economists in the Cold War is an account of the economic drivers and outcomes of the Cold War, told through the stories of seven international economists, who were all closely involved in theory and policy in the period 1945-73. For them, the Cold War was a battle of economic ideas, a fight between central planning and market allocation, exploring economic thinking derived from the battle between Marxist and Capitalist ideologies, a fundamental difference but with many intricacies. The book recounts how economic theory advanced, how new economic tools were developed, and how policies were tested. Each chapter is based on the involvement of one of the selected economists. It was a challenging but dangerous time in economics: a time of economic recovery post-war, with industrial rebuilding, economic growth, and rising incomes. But it was also a time of ideological warfare, nuclear rivalry, military expansion, and personal conflict. The narrative is approximately chronological, ranging from the Potsdam Conference in Germany to the Pinochet Coup in Chile. The selected economists include an American, a Pole, a Hungarian, a German, a British, a Japanese, and an Argentinian, all very different economists, but with interconnections among them. Each chapter also features a dissenting economist who held a contrasting view, and recounts the subsequent economic arguments that played out.

Policy capacity and societal learning are increasingly stressed as pre-conditions for successful catch-up. However, how such learning should be initiated by individual societies with different features needs to be explained. The book answers this pragmatic question from the perspective of Japan’s past experience and its extensive development cooperation in Asia, Africa, and Latin America. Since the late nineteenth century, Japan has developed a unique philosophy and method for adopting advanced technologies and systems from the West; the same philosophy and method govern its current cooperation with the developing world. The key concepts are local learning and translative adaptation. Local learning says that development requires the learner to adopt a proactive mindset and the goal of graduating from receiving aid. Meanwhile, translative adaptation requires foreign models be modified to fit local realities given the different structures of the home and foreign society. The development process must be wholly owned by the domestic society in rejection of copy-and-paste acceptance. These ideas not only informed Japan but are key to successful development for all. The book also asks how this learning method should—or should not—be revised in the age of SDGs and digitalization. Following the overview section that lays out the general principles, the book offers many real cases from Japan and other countries. The concrete actions outlined in these cases, with close attention to individual growth “ingredients” as opposed to general theories, are crucial to successful policy making. The book contains materials that are highly useful for national leaders and practitioners within developing countries as well as students of development studies.

Book excerpt: The UN World Commission on Environment and Development, chaired by former Norwegian Prime Minister Gro Harlem Brundtland, alerted the world to the urgency of making progress toward economic development that could be sustained without depleting natural resources or harming the environment. Written by an international group of politicians, civil servants and experts on the environment and development, the Brundtland Report changed sustainable development from a physical notion to one based on social, economic and environmental issues. This book positions the Brundtland Commission as a key event within a longer series of international reactions to pressing problems of global poverty and environmental degradation. It shows that its report, "Our Common Future", published in 1987, covered much more than its definition of sustainable development as "development that meets the needs of the present without compromising the ability of future generations to meet their own needs" for which it became best known. It also addressed a long list of issues which remain unresolved today. The book explores how the work of the Commission juggled contradictory expectations and world views, which existed within the Commission and beyond, and drew on the concept of sustainable development as a way to reconcile profound differences. The result was both an immense success and disappointment. Coining an irresistibly simple definition enabled the Brundtland Commission to place sustainability firmly on the international agenda. This definition gained acceptability for a potentially divisive concept, but it also diverted attention from underlying demands for fundamental political and social changes. Meanwhile, the central message of the Commission – the need to make inconvenient sustainability considerations a part of global politics as much as of everyday life – has been side-lined. The book thus assesses to what extent the Brundtland Commission represented an immense step forward or a missed opportunity.

In 1973, David Rockefeller and Zbigniew Brzezinski founded the Trilateral Commission. Involving highly influential people from business and politics in the US, Western Europe, and Japan, the Commission was soon preceived as constituting an embryonic or even shadow world government. As the first researcher to have accessed the Commission’s archives, the author argues that this study demonstrates that global governance and international diplomacy should be considered a product of overlapping elite networks that merge informal and formal spheres across national borders.
