Originating in the second half of the 19th century, defence offsets - additional economic, industrial and technological benefits to states for buying foreign weapons - have since been a key feature of the global arms trade and defence industry. And yet, offsets are an under-researched and under-theorised phenomenon. This book fills this gap in the literature by offering the first general theory of defence offsets, as well as the first systematic analysis of the offset phenomenon. By building on the insights of scholars of defence economics and drawing from the International Relations liberal paradigm, as well as reviving and adapting Robert Putnam’s two-level game framework, the book proposes a liberal-rationalist theory of defence offsets. It then proves the worth of such a theory through Qualitative Comparative Analysis (QCA) of fifty-four fighter aircraft transfers from 1992 to 2021 inclusive, and three in-depth case studies addressing offsets negotiated and agreed to as part of fighter aircraft competitions in Brazil, India, and South Korea. There was no private news channel till 1999 and when they started, they went about doing their news business. The Indian Army had submitted reports highlighting the Chinese threat but it all fell on deaf ears. The Prime Minister of the time thumped the table and said, “It is not the job of Commander-in-Chief to tell the Government who will attack India. China will never attack us, rather China would come to our rescue if needed. You should concentrate on Pakistan!” Rest is history. Successive governments did not learn the lesson. Strategic and National Security matters were still prerogative of government institutions. Till 2000, there were a few government funded or private think tanks (United Service Institution of India, Indian Direct Selling Association, Indian Defence Review etc.) working on this vital subject. New think tanks came up but their reach was limited. There appears to be much more interest in masses now than what it was 20 years ago. This book is a compilation of articles written on different subjects. It is divided in four sections – every section dealing with a different subject. Readers should consider the backdrop date given at the first page of every chapter. This will help putting things in the right perspective.

Book excerpt: NASA Dryden conducted a handling qualities experiment using a small displacement centerstick controller that Saab-Scania developed for the JAS 39 Gripen aircraft. The centerstick, or ministick, was mounted in the rear cockpit of an F/A-18 aircraft. Production support flight control computers (PSFCC) provided a pilot-selectable research control system. The objectives for this experiment included determining whether the mechanical characteristics of the centerstick controller had any significant effect on the handling qualities of the F/A-18, and determining the usefulness of the PSFCCs for this kind of experiment. Five pilots evaluated closed-loop tracking tasks, including echelon and column formation flight and target following. Cooper-Harper ratings and pilot comments were collected for each maneuver. This paper describes the test system, including the PSFCCs, the Gripen centerstick, and the flight test experiment. The paper presents results of longitudinal handling qualities maneuvers, including low order equivalent systems, Neal-Smith, and controls anticipation parameter analyses. The experiment showed that, while the centerstick controller provided a different aircraft feel, few handling qualities deficiencies resulted. It also demonstrated that the PSFCCs were useful fo this kind of investigation.
