Book excerpt: An extensive volume of Sugarcane Diseases and their World Distribution (Vol. I) was published by Elsevier under the auspices of the International Society of Sugar Cane Technologists in 1961. The present volume was intended to be a new edition of the book, but so many changes were required that a new book was needed. Only three chapters have been kept with slight amendments. The other chapters have been completely re-written. In fact with changes in importance of major diseases, four diseases previously treated have been left out; on the other hand, three new topics have been included in the new book, two new diseases and a chapter on sugarcane quarantine.The first chapter gives a brief account of the anatomy, morphology and physiology of the sugarcane plant to facilitate terminology and especially for a better appreciation of the effect of disease on the growth of the crop. Diseases are extensively treated as in Volume I, with a very good description of their symptoms and variation under different conditions and severity, all well illustrated by black and white figures and in a set of colour plates at the end of the book which will prove of valuable help for identification. The causal agents of the diseases are described giving synonyms, cultural characteristics, isolation methods and present knowledge on race variation, an aspect on which there has been quite an advance in knowledge since Volume I was published. New techniques of diagnosis are also given. Advances in research on the diseases over the last 25 years are well covered and supported by an extensive bibliography at the end of each chapter.The book has been edited by people having first hand experience in the field and in research on these diseases. Authors have been selected from among the most knowledgeable all over the sugar cane world, especially with due regard to the importance of the different diseases in their countries.The book should prove of immense value to those concerned with practical aspects of plant disease control in the field: pathologists, agronomists and crop specialists, including consultants, to those concerned with quarantine of the crop, for university lectures and students, and research scientists.In a pre-publication review D.J. This volume brings together for the first time across three continents - Africa, Latin America and Asia - an intellectually consistent set of original investigations into this new generation of rural social movements. These country studies seek to identify their social composition, strategies, tactics, and ideologies; to assess their relations with other social actors, including political parties, urban social movements, and international aid agencies and other institutions; and to examine their most common tactic, the land occupation, its origins, pace and patterns, as well as the responses of governments and landowners. At a more fundamental level, this volume explores the ways in which two decades of neoliberal policy - including new land tenure arrangements intended to hasten the commodification of land, and new land uses linked to global markets -- have undermined the social reproduction of the rural labour force and created the conditions for popular resistance. The volume demonstrates the longer-term potential impact of these movements. In economic terms, they raise the possibility of tackling immiseration by means of the redistribution of land and the reorganisation of production on a more efficient and socially responsible basis. And in political terms, breaking the power of landowners and transnational capital with interests in land could ultimately open the way to an alternative pattern of capital accumulation and development.

Microbial Plant Pathogens: Detection and Management in Seeds and Propagules provides a comprehensive resource on seed-borne and propagule-borne pathogens. Information on the biology of microbial pathogens, including genetic diversity, infection process and survival mechanisms of pathogens and epidemiology of diseases caused by them, are discussed critically and in detail to highlight weak links in the life cycles of the pathogens. Development of effective disease management systems, based on the principles of exclusion and eradication of pathogens and immunization of crop plants to enhance the levels of resistance of cultivars to diseases, has been effective to keep the pathogens at bay. Book excerpt: While Fidel Castro maintained his longtime grip on Cuba, revolutionary scholars and policy analysts turned their attention from how Castro succeeded (and failed), to how Castro himself would be succeeded—by a new government. Among the many questions to be answered was how the new government would deal with the corruption that has become endemic in Cuba. Even though combating corruption cannot be the central aim of post-Castro policy, Sergio Díaz-Briquets and Jorge Pérez-López suggest that, without a strong plan to thwart it, corruption will undermine the new economy, erode support for the new government, and encourage organized crime. In short, unless measures are taken to stem corruption, the new Cuba could be as messy as the old Cuba. Fidel Castro did not bring corruption to Cuba; he merely institutionalized it. Official corruption has crippled Cuba since the colonial period, but Castro's state-run monopolies, cronyism, and lack of accountability have made Cuba one of the world's most corrupt states. The former communist countries in Eastern Europe were also extremely corrupt, and analyses of their transitional periods suggest that those who have taken measures to control corruption have had more successful transitions, regardless of whether the leadership tilted toward socialism or democracy. To that end, Díaz-Briquets and Pérez-López, both Cuban Americans, do not advocate any particular system for Cuba's next government, but instead prescribe uniquely Cuban policies to minimize corruption whatever direction the country takes after Castro. As their work makes clear, averting corruption may be the most critical obstacle in creating a healthy new Cuba.
