Available in PDF, EPUB and Kindle. Book excerpt: The intelligence activities of the South Manchuria Railway Company (SMR) "Research Department" (Chōsabu) are well known in Japan. However, according to recent studies based on comments by retired SMR officials, recent research on some of the specific intelligence gathering and operational activities of the SMR Mukden Branch Office, and research on the Muslim Movement, which was conducted collaboratively between SMR and the Japanese Imperial Army -- it appears that SMR as a whole operated as an intelligence organization from its establishment until the end of World War II. Interestingly, there are positive and negative views and analyses of these recent studies, making it difficult to evaluate the quality or effectiveness of SMR as an intelligence organization. There is currently a debate in Japan over how to strengthen the effectiveness of intelligence gathering and organizations, and one can point to many lessons from the history of SMR. This is a summary of a research paper produced in Japanese that describes various elements of SMR's intelligence gathering and operational activities including historical background, organizational concepts and structures, and the recruitment, training, and promotion system. The paper also compares SMR's intelligence gathering activities to those of the Kwantung Army and concludes with an overall assessment of SMR including lessons learned with an eye toward the future organization of Japanese intelligence gathering.

Before the completion of the Trans-Siberian railway in 1916, the only rail route from the Imperial Russian capital of St. Petersburg to the Pacific port of Vladivostok transited Manchuria. A spur line from the Manchurian city of Harbin led south to ice-free Port Arthur. Control of these two rail lines gave Imperial Russia military, economic, and political advantages that excited rivalry on the part of Japan and unease on the part of weak and divided China. Meanwhile, the effort to defend and retain that strategic hold against rising Japanese power strained distant Moscow. Control of the Manchurian railways was contested in the Russo-Japanese War of 1904-5; Japan's 1931 invasion and establishment of the puppet state of Manchukuo; the second Sino-Japanese War and World War II in Asia; and, the Chinese civil war that culminated in the Communist victory over the Nationalists. Today, the railways are critical to plans for development of China's sparsely populated interior. This volume brings together an international group of scholars to explore this fascinating history.

The book focuses on the policies of World War II aggressors in occupied countries. The unbalanced economic and financial relations were defined by administrative control, the implementation of institutions and a variety of military exploitation strategies. Plundering, looting and requisitions were frequent aggressive acts, but beyond these interventions by force, specific institutions were created to gain control over the occupied economies as a whole.
