The fleet is greatly reduced in size and will likely continue to decrease as older ships decommission. Russia's poor economic situation and corruption throughout the Ministry of Defense and shipbuilding industry will hinder the construction and maintenance of ships. A reduced military budget will further inhibit maritime development. The Northern and Pacific Fleets continue to be home to Russia's strategic forces. The Black Sea Fleet is receiving the greatest improvements as Russia seeks to increase its presence in the Mediterranean Sea and the Middle East. Moscow considers NATO its primary adversary and will likely focus its reduced budget on improving its land and air forces instead of continuing large-scale naval development. This thesis uses analysis of Russian policy documents and Moscow's corresponding actions, fleet composition of the Russian Federation Navy, and the economic status of Russia to provide insight into Russian naval strategy and outlook.This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.Western states and Russia are often antagonistic toward each other. Russia, at the eastern edge of Europe, frequently has adopted a posture of defensive expansionism in that it seeks to create a buffer-zone between itself and perceived aggressor states. During the Soviet period, the buffer zone was the Soviet Republics surrounding Russia's borders; following the collapse of the Soviet Union, it remains, primarily, the former Soviet Republics. Moscow sees the West as both a model to follow on a path to modernity and the aggressor against Russian power. Russia oscillates between those concepts, and its policies regarding the West are inconsistent, particularly since the collapse of the Soviet Union. At the beginning of Russia's modern history, at its weakest point, Russia attempted to become democratic, which might have led to modernization of its society and economy. That, however, did not happen. Instead, Russia reverted to a quasi-democracy becoming far more assertive and outspoken against Western unilateral actions as Russia's economy strengthened under Putin. Russia's navy has not, since the end of the Soviet Union, been a significant factor in global politics or on the world's oceans. Russia's naval fleet sat in disrepair for decades. Keels laid for construction sat unfinished due to lack of funds or initiative to finish the ships. Surface ships and submarines sat pier-side with limited funding and crews to sail them for strategic or training purposes. That is slowly changing. Moscow instituted new maritime policy, began and completed not only new construction, but new ship designs with updated technology, improved its ballistic missile submarine capability and added new aircraft to the naval aviation fleet. Why has Moscow decided to upgrade the fleet after years of disrepair and neglect, and what is the intent for its resurgent navy?

Book excerpt: Over the past fifteen years, the People's Liberation Army Navy's (PLAN's) missile fast-attack craft and amphibious fleets have been significantly modernized. While these two types of vessels have not increased in numbers, their capabilities have increased exponentially. This publication examines the People's Liberation Army's (PLA's) doctrine and training strategy in order to analyze present and predict future missions by these military vessels. China's deterrence posture is improved greatly by these ships and boats, which aid coastal water defense, and threaten Taiwanese attempts to gain independence. In addition, these two fleets improve China's long-range sealift capabilities, and help with the PLA's traditional, and new, nontraditional security practices. These fleets allow the PLAN to continue offshore operations, and begin "blue-water", or "far-seas" operations, helping the United States to predict the future nature of Chinese maritime missions. Book excerpt: Russia's nuclear forces consist of both long-range, strategic systems-including intercontinental ballistic missiles (ICBMs), submarine-launched ballistic missiles (SLBMs), and heavy bombers-and shorter- and medium-range delivery systems. Russia is modernizing its nuclear forces, replacing Soviet-era systems with new missiles, submarines and aircraft while developing new types of delivery systems. Although Russia's number of nuclear weapons has declined sharply since the end of Cold War, it retains a stockpile of thousands of warheads, with more than 1,500 warheads deployed on missiles and bombers capable of reaching U.S. territory. Doctrine and Deployment During the Cold War, the Soviet Union valued nuclear weapons for both their political and military attributes. While Moscow pledged that it would not be the first to use nuclear weapons in a conflict, many analysts and scholars believed the Soviet Union integrated nuclear weapons into its warfighting plans. After the Cold War, Russia did not retain the Soviet "no first use" policy, and it has revised its nuclear doctrine several times to respond to concerns about its security environment and the capabilities of its conventional forces. When combined with military exercises and Russian officials' public statements, this evolving doctrine seems to indicate that Russia has potentially placed a greater reliance on nuclear weapons and may threaten to use them during regional conflicts. This doctrine has led some U.S. analysts to conclude that Russia has adopted an "escalate to de-escalate" strategy, where it might threaten to use nuclear weapons if it were losing a conflict with a NATO member, in an effort to convince the United States and its NATO allies to withdraw from the conflict. Russian officials, along with some scholars and observers in the United States and Europe, dispute this interpretation; however, concerns about this doctrine have informed recommendations for changes in the U.S. nuclear posture. Russia's current modernization cycle for its nuclear forces began in the early 2000s and is likely to conclude in the 2020s. In addition, in March 2018, Russian President Vladimir Putin announced that Russia was developing new types of nuclear systems. While some see these weapons as a Russian attempt to achieve a measure of superiority over the United States, others note that they likely represent a Russian response to concerns about emerging U.S. missile defense capabilities. These new Russian systems include, among others, a heavy ICBM with the ability to carry multiple warheads, a hypersonic glide vehicle, an autonomous underwater vehicle, and a nuclear-powered cruise missile. The hypersonic glide vehicle, carried on an existing long-range ballistic missile, entered service in late 2019.

The Navy and the Department of Defense(DOD) have been working since 2019 to develop a successor for the 355-ship force-level goal.The new goal is expected to introduce a new, more distributed fleet architecture featuring asmaller proportion of larger ships, a larger proportion of smaller ships, and a new third tier oflarge unmanned vehicles (UVs). On December 9, 2020, the Trump Administration released a document that can beviewed as its vision for future Navy force structure and/or a draft version of the FY202230-year Navy shipbuilding plan. The document presents a Navy force-level goal that callsfor achieving by 2045 a Navy with a more distributed fleet architecture, 382 to 446 mannedships, and 143 to 242 large UVs. The Administration that takes office on January 20, 2021,is required by law to release the FY2022 30-year Navy shipbuilding plan in connection withDOD's proposed FY2022 budget, which will be submitted to Congress in 2021. In preparingthe FY2022 30-year shipbuilding plan, the Administration that takes office on January 20,2021, may choose to adopt, revise, or set aside the document that was released on December9, 2020. The Navy states that its original FY2021 budget submission requests the procurement ofeight new ships, but this figure includes LPD-31, an LPD-17 Flight II amphibious ship thatCongress procured (i.e., authorized and appropriated procurement funding for) in FY2020.Excluding this ship, the Navy's original FY2021 budget submission requests the procurementof seven new ships rather than eight. In late November 2020, the Trump Administrationreportedly decided to request the procurement of a second Virginia-class attack submarinein FY2021. CRS as of December 10, 2020, had not received any documentation from theAdministration detailing the exact changes to the Virginia-class program funding linesthat would result from this reported change. Pending the delivery of that information fromthe administration, this CRS report continues to use the Navy's original FY2021 budgetsubmission in its tables and narrative discussions.
