That is the cause Of the perse cution Of the Jews, four fifths of whom dwell in the Southwest Of Russia in an area covering square miles, which is sometimes mentioned as the jewish terri tory. Every succeeding czar has tried to make all his subjects think and act in the manner prescribed by him. The process is known as Russianizing. And goes on incessantly in its different stages. Immediately after the conquest of a country, its people are assured that their religion, institutions, and language, shall be respected: the only difference is that the native Officials are displaced by Russians. This continues until Russian rule is firmly established, and no one dreams of resisting the czar. Then the Russian language displaces the native tongue, and if disturbances occur, the military is called in to inflict a terrible punishment. The loss of the native language carries with it that Of old institutions, and when the people have submitted to their fate, it is the turn of their religion. The Russian is in no hurry; he has a conviction that time has no changes in store for his empire, hence he bides his time, and is likely to succeed in his purpose. This process is now carried on in Central Asia where Russian power has found its greatest expansion in modern times. It is but fair to admit that Russian absorption there has been highly beneficial because robber tribes were reduced to law and order. It is obvious that to the modern man a closer knowledge of the life of other peoples appears not only desirable, but necessary. The older nations - the French, Germans, and English - which have attained the highest degree of civilization, are in this respect in a favourable situation. Their way of life and their material and Spiritual activities serve as examples to other nations, and are the object of attentive study. But a knowledge of the younger and more backward nations is far less widespread. This ignorance is most perceptible in the case of those nations which are divided from Western Europe not only by geographical distance, but also by linguistic remoteness. All will remember how Europe was surprised by the apparition of Japan in the guise of a first-class Power, equipped with the technical methods of the Occident. NO one has yet forgotten the astonishment evoked by her army, so powerful and so highly trained, her Press, and her subtle and capable diplomacy. It would be just as reasonable to condemn the moth for eating woollen stuffs, or to wax indignant at the depravity of those female spiders of certain species of Epeirides, who coolly devour the males as soon as the latter have discharged their natural functions, as to allot praise or blame for conduct and principles which are practically as independent of the will of the nation as its physical type. One Should bring to the study of the ways and habits of men, no less than of animals, if the results are to be worth having, a spirit of intelligent curi osity equally free from prejudice and passion. When, therefore, I affirm that a careful survey of the facts of Russian social life warrants - nay, imperatively calls for - the employment of a standard of judgment widely dif ferent from that which we are wont to apply to other European people - the Russians being, as Burke would say, still in the gristle, not yet hardened in the bone of manhood - I merely state a fact which can at worst dis credit their spiritual or political guides, if proved to be the result of their negligence or malice. And even a Slight acquaintance with the facts of the case is sufficient to Show that an abyss divides Russian civilization from that of Western Europe on the one hand, and that this is, to a very considerable extent, the result of what may be termed artificially arrested development on the other. He esteemed her. With his whole spiritual nature he exalted her. She was his Beatrice, and to her more than to anyone in his life he brought flowers. Morley has somehow omitted this in his biography of Gladstone. Like so many intellectual Radicals he is afraid of idealism. But in truth the key to the more beautiful side of Gladstone's character might have been found in his relationship to Madame Novikoff.
