Book Reforming the Russian Electricity Sector

Download or read book Reforming the Russian Electricity Sector written by Margaret Wilson and published by . This book was released on 2012 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Russia's power system is enormous consisting of more than 200 gigawatts of generation capacity, most of it interconnected by 2.5 million kilometers of high-voltage transmission lines spanning an area only slightly smaller than the United States and Canada combined. In early 1997 the Russian government approved in principle the now-common model of electricity sector reform: vertically separating generation, transmission, and distribution; introducing competition where possible; strengthening the regulation of functions less amenable to competition; and divesting government ownership. This model has been implemented in many countries, and the story of the reform would be relatively routine if not for special characteristics of the Russian power system: its size, diverse ownership, high level of nonpayments, and the combined heat and power role of many generating plants. This Note outlines the challenges posed by these characteristics and reports on reform achievements so far.

Book excerpt: While efforts to exert greater state control over a number of sectors of the Russian economy have made head- lines, the government is currently also proceeding with efforts to privatize large parts of the electricity sector. Since the beginning of attempts to liberalize, effective opposition to these measures has changed: while in the 1990s, a variety of actors who reflected public concerns could negotiate the terms of reform, today influence is limited to a narrow elite of powerful insiders. Crucially, since about 2002 electricity sector liberalization has had the backing of President Putin and far-reaching reforms have been implemented. Nevertheless, it remains to be seen who emerges as the new owners of valuable power plants and if the plans to liberalize wholesale prices by 2011 will be realized in a post-Putin era.

Book Reform of Russian Power Industry Which Lessons from Abroad

Download or read book Reform of Russian Power Industry Which Lessons from Abroad written by Franz Hubert and published by . This book was released on 2003 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: In an attempt to reform the electricity industry, the Russian government has decided to break-up the major company RAO-UES into half a dozen power generating companies, a national transmission company, a unified system operator, and a holding company managing stakes in regional energos. This essay takes a critical look at the underlying approach which emphasizes competition in power generation and relies on vertical separation and centralized short term markets to achieve the goal. The Russian electric power industry is inefficient and it lacks funds for investment but tariffs, being subsidized through low fuel cost, are low. Hence the first priority must be given to a reform of the regulatory system and an increase of tariffs, in order to improve the industry's finance, its incentives for cost cutting and the energy efficiency. Competition in generation, which would be instrumental to bring tariffs down, appears less urgent. It may be achieved through decentralized trading in long term contracts, once access to the transmission grid is opened. As international experience suggests, restructuring of RAO-UES is not necessary and may even be counterproductive.

Book Electricity Reform in Europe

Download or read book Electricity Reform in Europe written by Jean-Michel Glachant and published by Edward Elgar Publishing. This book was released on 2009-01-01 with total page 383 pages. Available in PDF, EPUB and Kindle. Book excerpt: . . . this volume comes across as one of the most profound sources on the specifics of European electricity market restructuring. Competition and Regulation in Network Industries The SESSA study on the Internal Energy Market was an important and influential contribution towards the Commission s proposal for a third package of proposals, intending to bring more effective competition and better security of supply to Europe s energy markets. This volume, based on the results of the study is an important and welcome contribution to the ongoing debate on these proposals. Andris Piebalgs, Commissioner for Energy at the European Commission The chapters in this book are written by the leading European scholars who have studied the structure, behavior and performance of liberalised electricity markets in many European countries as well as in other regions of the world. Both the analyses and the policy recommendations contained in this volume are well worth careful consideration by policymakers in Europe, as well as by policymakers in other countries that are seeking to adopt successful electricity sector liberalisation programs. From the foreword by Paul L. Joskow, Massachusetts Institute of Technology, US Dynamism or dissipation? Competition or national champions? Will enlargement promote or delay reform? Energy economists contemplate the challenges posed by the restless and discontent European Commission. Stephen Littlechild, University of Birmingham and Judge Institute for Management Studies, University of Cambridge, UK The challenge of European electricity reform is being met, although gradually, delays notwithstanding. This book provides precious help in spotting where the necessary further efforts should be directed. In the US mistakes and delays have occurred, no less than in Europe, but an aggressive federal regulator (absent in Europe) is working to overcome them. Electricity markets do not happen, they have to be built. Here are suggestions for a workable European market design. No ideology, just competence and wisdom from both theory and experience. Will Europe learn? Pippo Ranci, Università Cattolica del Sacro Cuore, Italy The realisation of a European internal market for energy is still a work in progress. Written by leading European scholars and discussed with major energy stakeholders, this book presents a thorough analysis of the motives and methods needed to achieve a single European energy market. The authors discuss the critical issues surrounding an internal European energy market including: market design, competition and market power, sustainable energy versus the market, regulation and harmonisation, benchmarking and indicators, modelling of competition, market prices and energy forecasts. They provide a multi-disciplinary assessment of the best way to build the market base of a future European energy policy. Electricity Reform in Europe will be of great interest to decision makers and managers in the energy industry or business sector as they will be able to see the whole European energy policy picture beyond their own corporate interests. The book will also appeal to national and European energy administrations, regulatory bodies and policy makers providing a synthesis of all relevant policy issues.

Book Electricity Reform

Download or read book Electricity Reform written by John Paffenbarger and published by OECD/IEA. This book was released on 1999 with total page 134 pages. Available in PDF, EPUB and Kindle. Book excerpt: This booklet considers the impact of electricity market reform on power generation costs and investment. Governments throughout the OECD are restructuring their electricity supply industries, reducing the direct role of the state and introducing competition. These changes are designed to increase the economic efficiency of electricity supply and to lower prices for consumers. Maintaining adequate investment in new generation capacity is another important objective. The study concludes that market reform is likely to lead to reduced generation costs. Reformed systems should also preserve system reliability and adequacy of investment.

Book excerpt: Abstract Power Politics: The Political Economy of Russia's Electricity Sector Liberalization by Susanne Alice Wengle Doctor of Philosophy in Political Science University of California, Berkeley Professor Steven Vogel and Professor Kiren Chaudhry, Co-Chairs This dissertation tells the story of the post-Soviet electricity system and the politics of its transformation from a ministry to a market. A core concern of the project is the process of building institutions for new markets. The aim of my research is to provide an empirically grounded analysis of how markets are constructed in the post-Soviet context. Who has been able to shape post-Soviet markets, how and why? And what does this process tell us about the emergence of market institutions more generally? Dominant theories of state-market relations tend to regard the Russian state as captured by either oligarchs or corrupt bureaucrats: either oligarchs prevented the creation of markets, or institutions were shaped to enable rent-seeking by the most powerful oligarchs or bureaucrats. Neither approach successfully accounts for significant sub-national variation in the institutional architecture of newly created electricity markets. Many observers have also argued that with political recentralization, the Russian state has veered toward full-fledged economic re-nationalization. I find, rather, that different tiers of the Russian government have been combining market forces with state control, pursuing a developmentalist agenda that aims at integrating a more economically robust Russia into the international economy. A central aim of the dissertation is to highlight a developmental strand in Russian economic policy, which at its broadest aims to create strong domestic economic actors who can compete internationally while generating employment domestically. The prevailing paradigm of how liberal reforms happen in Russia rests on an anemic logic: liberalizing forces in the government make concessions to opponents of reform to buy their approval. These concessions are usually considered rents, or rent-seeking opportunities. I found that during the transformation of the electricity sector interactions between the state and Russia's new private entrepreneurs followed a different logic: the government, first at the regional and later at the federal level, made concessions to opponents of full liberalization to enlist their assistance for broader social and developmental aims, rather than to buy approval or for the narrow goal of creating rent-seeking opportunities. During the 1990s, regional governments sought to cooperate with regional oligarchs in their attempts to cushion the impact of liberal reforms emanating from Moscow. Subsequent institutional outcomes in the electricity sector resulted from President Putin's strategy to selectively grant concessions to different types of oligarchic conglomerates - with either an energy or an industrial lead-firm - in return for their contributions to the federal government's developmentalist agenda. The dissertation considers two further elements central to the transformation of the electricity sector from ministry to market: the influence of competing experts and the legacy of Soviet-era industrial geography. Two aspects of the governments' developmental agenda shed light on each of these questions. First, international integration, a key component of the government's developmental agenda, contributed to the replacement of Soviet-era technical experts with managerial experts over the course of reforms. These new managers promised to modernize the electricity sector in a way that would further the competitiveness of electricity companies and Russia's economy more broadly, making the electricity sector legible for both domestic and international investors. Secondly, the government's development strategies often aimed at keeping elements of the Soviet-era industrial structure intact. Even as production chains were torn apart and reassembled during the turbulent post-Soviet collapse and transition period, some elements were preserved and shaped the politics of electricity sector reforms. Depending on the industrial geography of a region, conglomerates' interests vis-à-vis the electricity sector differed across regions. Up-stream energy conglomerates and down-stream industrial producers ended up influencing the transformation of the electricity sector differently in Siberia, European Russia and the Far East, which resulted in the different ownership and subsidy regimes in the newly created electricity markets. The broader implications of these findings concern the boundaries of new "zones" of regulation that are created during liberalization. My findings suggest that the boundaries of emerging regulatory zones cannot be taken for granted: they may or may not overlap with established political boundaries, they are themselves subject to political conflicts and industrial geography is an important factor shaping new regulatory zones.
