Book excerpt: This report seeks to establish a detailed understanding of the extent of military cooperation between Russia and China, focusing on military diplomacy and other political aspects of the relationship, military-technical cooperation, and exercises and joint operations. We find that China-Russia military cooperation has not always grown linearly over time. At various points, some aspects of cooperation have undergone periods of rapid expansion, while others stagnated. After undergoing a period of rapid expansion from 2014 to 2019, Russian-Chinese military cooperation has largely plateaued in recent years, with little evidence of continued expansion in either military-technical cooperation or joint military activities since 2020. While mutual symbolic benefits suggest that both countries’ leaders will continue to highlight military cooperation, in determining the trajectory of the relationship over the next three to five years, observers should focus on trends in these activities, rather than on political rhetoric.

Book excerpt: When China and Russia established a strategic partnership in 1996, both nations declared that they would further develop military cooperation in various fields. Tsai examines the course of this military cooperation to reveal the nature of the military ties with the hopes of determining whether these two traditional adversaries have put aside historical legacies and mutual mistrust to create a full-fledged military partnership. After analyzing the motives and concerns of both powers, Tsai concludes that, while progress has been made in reducing military tensions in border regions, the level of trust has not increased substantially. The nature of these ties remains extremely fragile. Among Western analysts, there has been concern that a closer partnership might adversely affect U.S. interests in the region. China and Russia have developed cooperation in certain areas, such as arms transfers and military-technical cooperation, and these achievements have successfully reduced political tension. However, reciprocal threats against each other's territories and China's increasing ambitions and capacity to act as a great military power in the region could eventually become a major source of friction. Based on research in both Chinese and Russian, this study offers a comprehensive analysis on the development of and limits to this military cooperation.

Since 2014, China and Russia have strengthened their relationship, increasing political, military, and economic cooperation. In this report, the authors seek to understand the history of cooperation between Beijing and Moscow, the drivers of and constraints on the relationship, the potential future of cooperation between China and Russia, the impact of the Chinese-Russian relationship on the United States, and implications for future U.S. policy. The authors find that the main motivations for closer 21st century cooperation between China and Russia are the declining relative power of the United States and the persistent perceived threat from the United States to both China and Russia. If current trends continue, the authors expect the collaborative relationship between China and Russia to be sustained. Absent major (and likely undesirable) changes in U.S. policy, there is little the U.S. government or Army can do to influence the trajectory of the China-Russia relationship. The U.S. military can prepare for the results of greater Sino-Russian cooperation, including by expecting further diffusion of Chinese and Russian military equipment, additional joint planning and exercises, potential joint basing, and eventually the possibility of joint military operations.--page 4 of cover.

Today, Russia's relationship with China is an important component of its overall foreign policy orientation, as the two states - one greatly diminished, the other clearly on the rise - have found themselves sharing an interest in curbing the power of the United States. In analyzing Russia's evolving foreign policy vis-a-vis China, the author takes into account the legacy of Soviet-era precedents; the simultaneous processes of economic policy change and integration into global economic structures; and military relations. By shedding light on the role of political realism, decision makers, and exogenous factors in Russian foreign policy, this analysis of an important bilateral relationship contributes to the larger project of understanding international relations and the dynamics of domestic and foreign policy change.

Yet at the same time the relationship is stable, and will remain so. After all, bilateral relations are usually based on pragmatic interests and the pursuit of these interests is the very essence of foreign policy. And, as often happens in life, the most long-lasting marriages are those based on convenience. The highly complex, complicated, ambiguous and yet, indeed, successful relationship between Russia and China throughout the past 25 years is difficult to grasp theoretically. Russian and Chinese elites are hard-core realists in their foreign policies, and the neorealist school in international relations seems to be the most adequate one to research Sino-Russian relations. Realistically, throughout this period China achieved a multidimensional advantage over Russia. Yet, simultaneously Russia-China relations do not follow the patterns of power politics. Beijing knows its limits and does not go into extremes. Rather, China successfully seeks to build a longterm, stable relationship based on Chinese terms, where both sides gain, albeit China gains a little more. Russia in this agenda does not necessary lose; just gains a little less out of this asymmetric deal. Thus, a new model of bilateral relations emerges, which may be called – by paraphrasing the slogan of Chinese diplomacy – as “asymmetric win-win” formula. This model is a kind of “back to the past“ – a contemporary equivalent of the first model of Russia-China relations: the modus vivendi from the 17th century, achieved after the Nerchinsk treaty.

Book excerpt: Despite areas of tension and distrust in China-Russia relations since Beijing and Moscow normalized relations in 1989, the two countries' militaries and defense establishments have steadily worked to minimize and overcome these differences and are now experiencing arguably the highest period of cooperation. The three major components of military-to-military ties discussed in this report demonstrate such a trend. In terms of military exercises, the two militaries are staging increasingly complex exercises with an expanded geographic reach in strategically important areas, recently adding a new set of exercises on missile defense cooperation. Military-technical cooperation similarly shows significant progress in recent years, highlighted by a major uptick in the technical capability of Russian arms sales to China, wide-ranging strategic industrial partnerships in key defense sectors, and joint production deals and other cooperation on advanced military and dual-use systems. Finally, Chinese and Russian defense officials are holding more meetings at higher levels in the military bureaucracy than they did in the past, signaling closer coordination. As Beijing and Moscow increasingly share overlapping interests and maintain a shared resistance to U.S. leadership in the Asia Pacific, the two countries appear likely to further deepen defense relations in the coming years. In the years ahead, analysts and policymakers will need to closely watch this trend, especially as the Asia Pacific experiences rapid change and China continues to pursue its military modernization goals. In particular, Russian arms sales to China and military-technical cooperation could have significant consequences for the United States, challenging U.S. air superiority and posing problems for U.S., allied, and partner assets in the region.
