The same can be said of Russia's foreign policy, in particular in relations with former Soviet republics. Any study of Russian foreign policy comes back to the intriguing question of why Russia, long perceived as an inveterate imperial power, would refuse to take back a handsome portion of its former empire - a portion that offers a bridge to Europe and an advantageous geostrategic position. Despite formal declarations, Russia has made little progress in achieving union with its ex-Soviet neighbour, Belarus. Linking Russia's foreign policy to its domestic politics, Alex Danilovich clarifies this paradox and explains why specific attempts to reunify Russia and Belarus failed, contrary to the desires of significant forces on both sides and to certain theory-based expectations.

Book excerpt: This volume examines Russian discourses of regionalism as a source of identity construction practices for the country's political and intellectual establishment. The overall purpose of the monograph is to demonstrate that, contrary to some assumptions, the transition trajectory of post-Soviet Russia has not been towards a liberal democratic nation state that is set to emulate Western political and normative standards. Instead, its foreign policy discourses have been constructing Russia as a supranational community which transcends Russia's current legally established borders. The study undertakes a systematic and comprehensive survey of Russian official (authorities) and semi-official (establishment affiliated think tanks) discourse for a period of seven years between 2007 and 2013. This exercise demonstrates how Russia is being constructed as a supranational entity through its discourses of cultural and economic regionalism. These discourses associate closely with the political project of Eurasian economic integration and the "Russian world" and "Russian civilization" doctrines. Both ideologies, the geoeconomic and culturalist, have gained prominence in the post-Crimean environment. The analysis tracks down how these identitary concepts crystallized in Russia's foreign policies discourses beginning from Vladimir Putin's second term in power.

Book excerpt: This thesis, a single case study, focuses on the manner in which Belarus handles the sovereignty that it acquired during the implosion of the Soviet Union. Various Belarusian factors likely to generate or to foster national identity and state independence are examined. None of them (ethno- cultural patterns, institutions and politics, attitudes of the Belarusian people) gives reason for optimism. Belarusian national identity is poorly developed and unable to serve as a formative factor in nation-building. In addition, Belarus shows a high economic dependence on Russia. Thus, the country pursues a course of close alignment with its former overseer. Belarus and Russia have initiated an integration process, the real aims of which are unclear. Bilateral treaties remain largely unimplemented, while the countries' leaders make contradictory statements about the possibility of a Belarusian-Russian unification. For Russia, this inconsistency reflects a lack of consensus on the issue within the government and among the various political factions. In the absence of an agreed-upon foreign policy in the 'near abroad', Russian nostalgia for Slavic unity and the loss of the Empire further complicates the debate. Hence, the future of a sovereign Belarus or the form of a Belarusian-Russian political alignment is still to be decided.

Book excerpt: This monograph contains two individual reports: Belarus and Russia: Comradeship-in-Arms in Preempting Democracy by Dr. Vitali Silitski and Ukraine: Domestic Changes and Foreign Policy Reconfiguration by Dr. Arkady Moshes. Belarus remains the last true dictatorship in Europe, and as such, its internal and external security agenda is an abiding matter of concern to the European and Western communities. But its trajectory is of equal concern to Moscow, which has been the prime external supporter and subsidizer of the Belarussian government under President Alyaksandr' Lukashenka. But despite this support, tensions between Moscow and Minsk are growing. The brief energy cutoffs imposed by Moscow at the start of the year and Belarus' retaliation shows that not all is well in that relationship. Not surprisingly, Lukashenka has now turned back to the West for foreign support, but it will not be forthcoming without significant domestic reform which is quite unlikely. Ukraine presents a different series of puzzles and challenges to Western leaders and audiences. It too has suffered from Russian energy coercion, but its political system is utterly different from Belarus and in a state of profound turmoil. Therefore, precise analysis of what has occurred and what is currently happening in Ukraine is essential to a correct understanding of trends there that can then inform sound policymaking.
