First, how the process of military ‘transformation’- in terms of technological advances and new ways of conducting warfare - has impacted on the militaries of various countries. These technologies are hugely expensive and the extent to which different states can afford them, and the ability of these states to utilise these technologies, differs greatly. Second, the volume investigates the social dimensions of military transformation. It reveals the expanding breadth of tasks that contemporary armed forces have been required to address. This includes the need for military forces to work with other actors, such as non-governmental agencies and humanitarian organisations, and the ability of armed forces to fight asymmetric opponents and conduct post-conflict reconstruction tasks. The conflicts in Iraq and Afghanistan exemplified how important the relationship between technological and social transformation has become. Igor Logvinenko reveals how the post-communist Russian economy became a full-fledged participant in the international financial sector without significantly improving the local rule of law. By the end of Vladimir Putin's second presidential term, Russia was more integrated into the global financial system than at any point in the past. However, the country's longstanding deficiencies—including widespread corruption, administration of justice, and an increasingly overbearing state—continued unabated. Scrutinizing stock-market restrictions on foreign ownership during the first fifteen years of Russia's economic transition, Logvinenko concludes that financial internationalization allowed local elites to raise capital from foreign investors while maintaining control over local assets. They legitimized their wealth using Western institutions, but they did so on their terms. Global Finance, Local Control delivers a somber lesson about the integration of emerging markets: without strong domestic rule-of-law protections, financial internationalization entrenches oligarchic capitalism and strengthens authoritarian regimes.

Book excerpt: A bold firsthand account of one of the persistent Arab uprisings, in Yemen At its beginning in 2007, the Southern Movement in South Yemen was a loose merger of different people, most of them former army personnel and state employees of the People’s Democratic Republic of Yemen (PDRY) who were forced from their jobs after the war in 1994, only four years after the unification between the PDRY and the Yemen Arab Republic. This bold ethnographic account of a persistent Arab uprising, in a rarely studied corner of the Middle East, explores why the Southern Movement has grown so tremendously during the last decade, and how it developed from a primarily social movement demanding social rights into a mass protest movement claiming independence for a state that had long vanished from the world map. Anne-Linda Amira Augustin asks why so many young people born after 1990 joined the movement and demanded the re-establishment of a state that they had never themselves experienced. At the core of South Yemeni resistance lies the transmission from generation to generation of a dominant counternarrative, which may be seen as the continuation and rehabilitation of the PDRY’s national narrative. This narrative, amplified through everyday communication in families and neighborhoods, but also by media-makers, journalists, school and university teachers, civil society actors, and by the movement’s activists, opposes the national-unity narrative of the Republic of Yemen and intensifies the demands for an independent state.
