It determines political and economical development of the sector identifies technical capabilities, current and future energy matrix. Taking into the account, that the country has high amount of conventional resources, the author reviews energy efficiency potential and programs, capacities for penetration of innovative smart technologies and for expansion of environmentally friendly solutions for energy production and consumption. She also analyzes and concludes the range of technical and economical potential for renewable energy boost at the main land as well as at remote areas. As presented in the book, the result of the research gives a broad notion of possible directions of the Russian electricity sector development for the next 20 years.

Book excerpt: In this paper the potential of energy savings and the "lock-in effect" for the Russian building sector are estimated by means of modeling final energy use for space heating. The "lock-in effect" is the potential energy savings untapped due to the lack of policy development. The most considerable final energy use savings and lock-in effect are estimated for the scenario of a significant increase in the market penetration of advanced buildings.To realize the energy savings potential active policy development has to take place in Russia to address existing barriers and drive market transformation towards higher energy efficiency. The analysis of energy efficiency policy instruments has shown that certain steps have been made in this direction. The most significant step is the adoption of the Federal Law "On Energy Savings..." in 2009. However, further implementation of policies and energy efficient projects with the focus on advanced construction and renovation are required.

This book explores the challenges facing Russia’s energy sector and the resulting security implications. It includes a discussion of how far the Russian state is likely to continue to monopolise the energy sector, and how far competition from private and foreign companies might be allowed.

This paper reviews the key goals, scenarios and indicative ranges for output and consumption contained in ES-2035. It thus contributes to understanding the strategic compromises that Russia might be ready to take, as well as those that are unlikely to be acceptable. Our review of the draft ES-2035 suggests that it provides general guidelines to the future evolution of Russia’s energy sectors, but struggles to remain relevant amid fast-paced changes in the global markets. Several crucial but politically sensitive energy issues still need further clarification of policies: the future fiscal regime for oil and gas that could incentivize output and prevent production declines; industrial and technological policy; the choice of the future model for Russia’s gas industry and whether it is going to develop under continued state regulation or in the market environment; climate policy and the strategy to promote (or not) renewables and other technologies of energy transition; and the future of competition in wholesale and retail power markets.

Book excerpt: The purpose of this paper is to gain a broad overview and better understanding of the current and future policies, market trends, prospects and barriers related to Foreign Direct Investment (FDI) in energy efficiency and carbon mitigation in the Russian energy industry. The analysis was conducted by reviewing the relevant scientific and non-scientific literature, and focuses on a variety of theoretical and practice - oriented arguments. In this context, we assess the progress and future potential of Joint Implementation (JI) and the Green Investment Scheme (GIS) as two possible channels for FDI in transnational projects aiming at carbon mitigation and increases in energy efficiency. Based on this assessment, we presume that an Energy Service Company (ESCO), as an important intermediary, can be a well - suited entity for the implementation of the market - oriented mechanisms JI and GIS in Russia in the long term. The compatibility of the main features of JI and GIS with the working procedures under the ESCO model can generate numerous synergy effects and deliver an effective vehicle for overcoming the majority of transaction barriers specific for the Russian energy market. A possibility to overcome these barriers would assist the modernization of the Russian energy industry and improve a “win-win” situation for foreign companies seeking to invest strategically in energy efficiency and carbon mitigation projects.
