The author criticizes the approach taken in Russian reforms because the country's historical legacy (weak legal system, underdeveloped political and economic institutions etc.) was neglected. The book describes the steps made by Russia towards WTO membership underlining the present and expected difficulties. It warns against a fundamentalist approach by the members of the WTO which may result in Russia's isolation in political and economic matters which would represent a danger to the whole world.

Book excerpt: In this paper we develop a computable general equilibrium model of the regions of Russia to assess the impact of accession to the World Trade Organization (WTO) on the regions of Russia. We estimate that the average gain in welfare as a percentage of consumption for the whole country is 7.8 percent (or 4.3 percent of consumption); we estimate that three regions will gain considerably more: Northwest (11.2 percent), St. Petersburg (10.6 percent) and Far East (9.7 percent). We estimate that the Urals will gain only 6.2 percent of consumption, considerably less than the national average. The principal explanation in our central analysis for the differences across regions is the ability of the different regions to benefit from a reduction in barriers against foreign direct investment. The three regions with the largest welfare gains are clearly the regions with the estimated largest shares of multinational investment. But the Urals has attracted relatively little FDI in the service sectors. An additional reason for differences across regions is quantified in our sensitivity analysis: regions may gain more from WTO accession if they can succeed in creating a good investment climate.

Hence, the feeling of frustration was evident for the Russian President Dmitry Medvedev even as, in October 2010, the US President Barack Obama extended his strong support for expediting Russia's accession to WTO. The inordinate delay in Russia's accession has been due to various objective and subjective factors. In the 1990s, after the Soviet disintegration, under the presidency of Boris Yeltsin, there were many domestic constraints as Russia was passing through tremendous political and economic problems of transition. Since 2000, during the first term of President Vladimir Putin, Russia did make a serious beginning for complying with various formalities for accession. But the process of accession was hindered partly due to certain economic and political policies undertaken by Putin during his second term covering 2004 to mid-2008. Russia faced objections for its admission to WTO by some of the former Soviet Republics such as Georgia, Estonia and Moldova. Moreover, certain trade restrictive policies in Russia, including enhanced export duties and import restrictions, antagonized European Union (EU) and the US which had been otherwise supportive to Russia's accession. Russia-US relations, known for their historic complexities, also contributed for the delay. This was evident from the fact that even at the end of 2006, Russia was not able to complete its bilateral protocol with 5 out of 153 countries including the US. Since 2009, under the presidency of Dmitry Medvedev, Russia has taken consistent policy measures and made significant progress in completing the formalities for accession. To implement policy measures, steps have been taken by the concerned ministries of the government of Russia with the concerned organizations. Russia has conceded to take policy measures to overcome objections on the issues relating to agricultural subsidy, Customs Union (CU) and hopes to resolve the remaining constraints within a few months with support from Russia's major partners including Germany and the US. Thus, there are high hopes that Russia has entered the final act for accession to WTO.

In 1995, its application was taken up by the World Trade Organization (WTO), the successor organization of the GATT. Russia is the largest economy not in the WTO; after a number of fits and starts during the 18-year process, the then-153-members of the WTO, on December 16, 2011, invited Russia to join the WTO during the Ministerial Conference in Geneva. The Russian parliament must approve the conditions for accession by July 23, 2012, to complete the accession process. Russia would formally become a member 30 days later. The parliament is expected to take up the measure beginning on July 4.

Book excerpt: This paper develops a seven-region comparative static computable general equilibrium model of Russia to assess the impact of accession to the World Trade Organization on these seven regions (the federal okrugs) of Russia. In order to assess poverty and distributional impacts, the model includes ten households in each of the seven federal okrugs, where household data are taken from the Household Budget Survey of Rosstat. The model allows for foreign direct investment in business services and endogenous productivity effects from additional varieties of business services and goods, which the analysis shows are crucial to the results. National welfare gains are about 4.5 percent of gross domestic product in the model, but in a constant returns to scale model they are only 0.1 percent. All deciles of the population in all seven federal okrugs can be expected to significantly gain from Russian World Trade Organization accession, but due to the capacity of their regions to attract foreign direct investment, households in the Northwest region gain the most, followed by households in the Far East and Volga regions. Households in Siberia and the Urals gain the least. Distribution impacts within regions are rather flat for the first nine deciles; but the richest decile of the population in the three regions that attract a lot of foreign investment gains significantly more than the other nine representative households in those regions.
