Hill, himself a participant in the diplomatic encounter, describes a key episode that contributed to Russia’s new attitude: negotiations over the Russian-leaning break-away territory of Transdniestria in Moldova—in which Moldova abandoned a Russian-supported settlement at the last minute under heavy pressure from the West. Hill’s first-hand account provides a unique perspective on historical events as well as information to assist scholars and policymakers to evaluate future scenarios. When western leaders blocked what they saw as an unworkable settlement in a small, remote post-Soviet state, Kremlin leaders perceived a direct geopolitical challenge on their own turf. It adopts a comprehensive approach, analysing Russia’s policies towards the FSS across a broad range of areas: energy, trade and investment; military assistance, security provision and peacekeeping; conflict management, political support, and alliance formation. While not denying the Kremlin’s assertive role in the FSS, this book challenges the assumption that Russia has always intended to restore a sphere of influence over its ‘Near Abroad’. Rather, it argues that Russia’s policies are much more complex, multi-faceted, and often more incoherent than is often assumed. This book argues that Putin's efforts have been largely, although not entirely, successful. Inthe future, however, the weakness of the Russian economy as compared to China's may pose a threat to Moscow's ability to maintain a Russian sphere of influence in its own neighborhood.
