Sub-Saharan Africa's rural population is growing rapidly, and more young people are entering the labour market every year. This raises serious policy questions. Can rural economies absorb enough job seekers? Could better-educated youth transform Africa's rural economies by adopting new technologies and starting businesses? Are policymakers responding to the youth employment challenge? Or will there be widespread unemployment, social instability, and an exodus to cities and abroad? Youth and Jobs in Rural Africa: Beyond Stylized Facts uses survey data to build a nuanced understanding of the constraints and opportunities facing rural youth in Africa. Addressing the questions of Africa's rural youth is currently hampered by major gaps in our knowledge and stylized facts from cross-country trends or studies that do not focus on the core issues. Youth and Jobs in Rural Africa takes a different approach, drawing on household and firm surveys from selected African countries with an explicit focus on rural youth. It argues that a balance between alarm and optimism is warranted, and that Africa's "youth bulge" is not an unprecedented challenge. Jobs in rural areas are limited, but agriculture is transforming and youth are participating, adopting new technologies and running businesses. Governments have adopted youth employment as a priority, but policies often do not address the specific needs of rural populations. Youth and Jobs in Rural Africa emphasizes that by going beyond stylized facts and drawing on more granular analysis, we can design effective policies to turn Africa's youth problem into an opportunity for rural transformation.

When income is measured with regard to purchasing power parity, the Indian economy occupies 4th place, after the United States, Japan, and China. Along with growing incomes, India′s increasingly outward orientation and the growing optimism about its economy has led to a sweeping rise in international investors′ interest. At the same time evidence suggests that income inequality is rising and the gap in average per capita income between the rich and poor states is growing. Election results at the national and state level suggest that unless the issue of growing income inequality and inequality in standard of living is tackled upfront, there is a risk that the economic reform momentum might slow down. If this happens, growth will suffer. This book provides an in-depth treatment of growth and employment issues in India. It reviews India′s long-term growth experience, emerging constraints and challenges, and the way forward for sustaining rapid growth along with more and better employment. They propose a conceptual framework for rural wealth creation that considers how multiple forms of wealth provide opportunities for rural development, and how development strategies affect the dynamics of wealth. They also provide a new accounting framework for measuring wealth stocks and flows. These conceptual frameworks are employed in case study chapters on measuring rural wealth and on rural wealth creation strategies. Rural Wealth Creation makes numerous contributions to research on sustainable rural development. Important distinctions are drawn to help guide wealth measurement, such as the difference between the wealth located within a region and the wealth owned by residents of a region, and privately owned versus publicly owned wealth. Case study chapters illustrate these distinctions and demonstrate how different forms of wealth can be measured. Several key hypotheses are proposed about the process of rural wealth creation, and these are investigated by case study chapters assessing common rural development strategies, such as promoting rural energy industries and amenity-based development. Light Manufacturing in Zambia shows that Zambia has the potential to become regionally competitive in several light manufacturing subsectors by leveraging its comparative advantage in natural resource industries such as agriculture, livestock, and forestry. Light Manufacturing in Zambia has several innovative features. First, it provides in-depth cost comparisons between Zambia and four other countries in Asia and Africa at sector and product levels. Second, the book uses a wide array of quantitative and qualitative techniques to identify key constraints to enterprises and to evaluate differences in the performance of firms across countries. Third, it uses a focused approach to identify country- and industry- specific constraints. Fourth, it highlights the interconnectedness of constraints and solutions. For example, solving the manufacturing input problem requires actions in agriculture, education, and infrastructure. This book suggests directing government policies toward removing constraints in a few of the most promising light manufacturing sectors using practical and innovative solutions inspired by the fast-growing Asian economies whose starting point 20 years ago was not very different from Zambia's today. Growing production of light manufacturing goods would allow Zambia to capture more value from its raw materials and create more jobs.

It is the first phase of the programmatic jobs program jointly undertaken with the government of Morocco. The report is a jobs diagnostic that analyzes microdata mainly from Labor Force Surveys and employs new analytical methods to identify the main trends in the labor market. The key challenges that emerge will provide the basis for a deeper analysis and policy formulation in the next phase of this program. "Morocco’s Jobs Landscape" identifies four priorities: accelerate structural transformation to create more and better jobs in higher-productivity sectors, encourage formalization and improve the quality of jobs, increase female labor force participation, and address youth inactivity and its long-term consequences. Morocco has made significant economic progress over the past 20 years, which has raised the living standards of its people. However, Morocco’s economic growth has not been labor-intensive enough to absorb its growing working-age population. It has had a low capacity to generate jobs, and the rate of job creation slowed after the 2008 financial crisis. Morocco is trying to overcome the “middle-income trap,†? which has been preventing its convergence with more affluent middle-income countries. The government of Morocco has called for a new inclusive development model. The new model must address regional development imbalances, facilitate inclusion for youth and women, and continue to foster labor force skills upgrading. The COVID-19 pandemic and resultant safety measures have halted or slowed economic activity, which is worsening the labor market situation. The pandemic undoubtedly complicates prospects for jobs-led growth, and it will make the challenges highlighted in this report even more urgent and deserving of policy makers’ attention.
