Book excerpt: Based on data collected for 398 communes from the North-West development region of Romania between 2007 and 2014, this article presents a local economic development (LED) index for rural communities and identifies the main factors which influence LED in these communities. Our results show that exogenous factors, such as location in the influence area of urban communities and the existence of a direct connection to the European Road Network, influence the level of LED. At the same time nor the aforementioned exogenous factors nor other exogenous factors, such as non-refundable investments programs in local core infrastructure (financed by the European Union and the Romanian Government) which were designed to accelerate/spur economic development, as well as direct connections to the National Roads Network, do not have any statistically significant influence on spurring/accelerating LED (at least in this short period of time).

Book excerpt: Master's Thesis from the year 2009 in the subject Sociology - Economy and Industry, grade: 1,3, Friedensau Adventist University, language: English, abstract: In 2006, while spending my holidays in Romania, I read a newspaper article which reported that the village Glod, in the county of Maramures despite the bad infrastructure and unsealed roads, has a high number of cars reported to the number of inhabitants in comparison to other villages with asphalted streets and better infrastructure. I was surprised to read such news about the village where I grew up and I lived until the age of 12, and I asked myself what could be the reasons of this fact. I began to compare the villages of Maramures and I observed certain particularities regarding the different stages of development. Later being again in Germany for continuing my study of International Social Sciences I realised that researching the causes of development in Glod would be a really interesting issue for my M.A. graduation thesis. Is Glod generally more developed than other villages of Maramures or are there particular reasons for the increased number of cars in the village? What are the factors playing a role in the developmental process of Glod? Which social security schemes are there in Romania? Which ones are functioning in Glod? How is the impact of transition on the citizens in rural areas and what future perspectives have the people living in the villages of Maramures? Are the rural areas less affected by the transition than the urban space in Romania? Is Glod more developed than other villages of Maramures because of the placement, being situated away from the main street having the possibility of developing some internal, specific strategies? (What actually would be against the rule: more developed are usually localities situated centrally, with a good infrastructure). The size of the village was also taken into consideration that could have a certain positive influence on the development of the village: a relatively small village with households situated side by side where everybody knows everybody and many activities are done together from related or neighbouring groups of people. The close relationships between the people could be a key to development of the village too. By means of triangulation of more research methods (interviews, self-completion questionnaires, household assessment, literature research, indirect observation) that will be presented in detail in the first chapter, I tried to find answers to these (research) questions and to confirm or infirm the set hypothesises.

Book excerpt: With the larger role that the agricultural sector plays in the Eastern Europe and Central Asian (ECA) region, emphasis must be placed on the sector's sustained growth and prosperity. The Bank strategy for rural development in the ECA region during the early phase of transition emphasized the reform of agricultural policies and assistance in privatizing, restructuring, and rebuilding agriculture and agro-industrial complexes. In retrospect, it can be seen that the ECA countries concerned made the right choice when they set their objective to transform their socialized agriculture into a private-ownership and market-based system. Given the developments of the past decade, it is clear, however, that the initial expectations for the outcomes of such reforms were overly optimistic. The transition process in agriculture is far more complex than originally envisaged by both the countries themselves and the international community, including the Bank. Increased social problems and alarming growth of poverty have added a new, unexpected, dimension to the transition process. As the analysis indicates, the region's rural economy is still struggling to adjust to new economic realities, and this will require further refinement and adjustment of the Bank's approach as well. This volume, based on an overview of recent regional developments, summarizes the revised World Bank assistance strategy for rural development in the ECA region.

The agriculture industry, which is a major component of the national economy, extends its pervasive influence to both Romanian social life and environment. Consequently, the transition towards a market oriented economic system will pose new obstacles for the country's farmers, processors, traders, and policymakers. While identifying the impediments that surround Romanian agriculture and its inevitable progression towards transition is a simple task, the challenges lie in recommending solutions. Through careful analysis of numerous recent studies on reform policies in the Romanian agri-food sector during its economic transition, this comprehensive examination offers perspicacious suggestions and insights on the following topics in particular: international trade, credit for agricultural development, price policies, and rural development. Book excerpt: Romania’s income per capita has increased from 26 percent of the EU-28 average in 2000 to 63 percent in 2017, but this economic success rests on the wobbly foundations of unfavorable demographics, weak human capital, and ineffective institutions. Going forward, stronger competition and better human capital are critical to increasing the economy’s growth potential. Romanian manufacturing ï¬?rms are exposed to domestic and international competition, ensuring the flow of resources and market shares to more efï¬?cient players. This has not been the case for services, where anticompetitive regulations and direct state control often limit efï¬?ciency gains. Romanian state-owned enterprises do not compete on an equal footing with private sector ï¬?rms, distorting market outcomes and hampering the efï¬?cient allocation of resources. Removal of these restrictions would have a signiï¬?cant positive impact on GDP growth. Competitively neutral policies are needed to ensure that all enterprises, public or private, domestic or foreign, face the same set of rules. Romania’s human capital accumulation--proxied by the World Bank’s Human Capital Index (HCI)--is the lowest in the European Union and varies widely across counties. Disparities in education outcomes remain relevant across and within regions of Romania. Learning gaps in primary and secondary education persist. These can be seen clearly between urban and rural areas, across regions, and across social groups, requiring changes both at the systems level and at the learning-center level. In the labor market, the automation of production processes has started driving demand for higher levels of cognitive skills, while jobs involving the routine application of procedural knowledge are shrinking in number. A paradigm shift would require reforms in primary and secondary schooling, in addition to more targeted actions, to establish an effective skills development system to bolster human capital.

Gross domestic product per capita rose from 30 percent of the EU average in 1995 to 59 percent in 2016. Today, over 70 percent of the country’s exports go to the EU, and their technological complexity is increasing rapidly. Yet, Romania remains the country in the EU with by far the largest share of poor people, with over a quarter of the population living on less than $5.50 a day. There are widening disparities in economic opportunity and poverty across regions and between urban and rural areas. Although Bucharest has already exceeded the EU average income per capita, and many secondary cities are becoming hubs of prosperity and innovation, Romania remains one of the least urbanized countries in the EU. Access to public services remains constrained for many citizens, particularly in rural areas, and there is a large infrastructure gap, which is a drag on the international competitiveness of the more dynamic areas of Romania while limiting economic opportunities in lagging and rural areas. Growth is constrained by weak commitment to policy implementation, creating a poor business environment and misallocation of resources to politically connected firms. Equal opportunities are constrained by weak local service delivery and an inability to ensure sufficient local funding due to patronage-based politics. And resilience to natural disasters and climate change is constrained by lack of coordination between central and local authorities. As argued in this report, Romania has no choice but to address these institutional challenges if it is to sustain the impressive growth performance of recent years, share prosperity among all of its citizens, and improve its resilience to natural hazards.
