Book Department for Environment Food and Rural Affairs

Download or read book Department for Environment Food and Rural Affairs written by Great Britain. Parliament. House of Commons. Committee of Public Accounts and published by The Stationery Office. This book was released on 2008 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2007-08, the Department for Environment, Food and Rural Affairs (the Department) received £3,617 million from the Treasury. The Accounting Officer is expected to manage these resources efficiently and effectively to deliver a range of services and operations within the funding provided by Parliament. The Department failed to allocate final budgets to each of its business areas until five months into the 2007-08 financial year because: (a) planned expenditure was in excess of funds provided; (b) budget holders did not declare all financial commitments from the outset; and (c) the costs of unforeseen floods and the outbreaks of animal disease had to be managed. A similar situation had arisen in 2006-07 when the Department had to make mid-year budget reductions of £170 million to avoid the risk of overspending. The late notification of the reductions had an adverse impact on performance. In part the problems arise from the difficulties faced in sponsoring 31 delivery bodies, each with its own administrative functions and with different approaches to setting budgets and monitoring progress. Obtaining timely and realistic financial reports from delivery bodies was also difficult. A lack of awareness amongst the Department's Board Members of good financial management practice, together with cultural issues which did not prioritise financial management at a corporate level, added to the challenges. The Department's Management Board has since put in place more rigorous financial and outcome monitoring systems. Having agreed budgets for 2008-09 that accord with the Department's allocation from the Comprehensive Spending Review 2007, the problems of 2006-07 and 2007-08 are not expected to recur in 2008-09.

Book Rural Regeneration in the UK

Download or read book Rural Regeneration in the UK written by Simon Pemberton and published by Routledge. This book was released on 2019-04-26 with total page 137 pages. Available in PDF, EPUB and Kindle. Book excerpt: Rural Regeneration in the UK provides an accessible yet critical overview of rural regeneration policy and governance in the UK. It charts the key patterns and processes of rural change since 1945 and the emergence and evolution of rural regeneration policy and governance in shaping rural spaces. A key objective of the book is to highlight how, and to what extent, rural regeneration policy and governance are responsive to an increasingly differentiated and uneven rural economy and society. Part One considers the context for rural regeneration, including theoretical frameworks of relevance and the ways in which rural regeneration policy and governance have been framed. In particular, it includes a consideration of how the rural has been made ‘thinkable’, and the extent to which this has moved beyond traditional concerns with agricultural development. Part Two highlights the key dimensions and spaces of rural regeneration. This includes responses to rural change from ‘within the rural’, including community-led approaches, the use of culture and the extent to which approaches may be converging or diverging within a devolved UK. Rural Regeneration in the UK provides a comprehensive and integrated analysis of responses to rural change that will appeal to a broad audience of students, scholars and practitioners both in the UK and abroad.

Available in PDF, EPUB and Kindle. Book excerpt: ICTs have become a very powerful community resource, viewed by many authors in this volume as two-way mechanisms, facilitating the perpetuation of and reflecting esteemed community values. The contents of this volume make it clear that ICTs have a huge capacity for incorporation into different forms of community action, including social change, community learning, community connection, and community development. Through studying the papers in this volume, readers can learn about multiple forms of ICTs and action and how action is understood, and improve their grasp of the complexities of social-technical relations. The chapters in this volume began life as papers at the Conference on â (TM)Community Informatics â " prospects for communities and actionâ (TM) in 2007, the fourth successful community informatics conference held at the Monash University Centre, Prato Italy. This book creates a platform for exchanging experiences, case studies, and possible solutions to address the difficulties in deploying ICT in many contexts, and will be of interest to all researchers and practioners who engage with ICT, particularly those in the community and developmental informatics field.
