Book excerpt: Volume II of The Official History of Criminal Justice in England and Wales traces, for the first time, the genesis and early evolution of two principal institutions in the criminal justice system, the Crown Court and the Crown Prosecution Service. This volume examines the origins and shaping of two critical institutions: the Crown Court, which rose from the ashes of the Courts of Assize and Quarter Sessions; and the Crown Prosecution Service which replaced a rather haphazard system of police prosecuting solicitors. The 1971 Courts Act and the 1985 Prosecution of Offences Act were to reconfigure the architecture of criminal justice, transforming the procedures by which people were charged, prosecuted and, in the weightier cases demanding a judge and jury, tried in the criminal courts of England and Wales. One stemmed from a crisis in a medieval system of travelling justices that tried people in the wrong places and for inadequate lengths of time. The other was precipitated by a scandal in which three men were wrongly convicted for the murder of a bisexual prostitute. Theirs is an as yet untold history that can be explored in depth because it is recent enough, in the words of Harold Wilson, to have been ‘written while the official records could still be supplemented by reference to the personal recollections of the public men who were involved’. This book will be of much interest to students of criminology and British history, politics and law.

Each contributor to Material Evidence identifies a particular type of evidence with which they grapple and considers, with reference to concrete examples, how archaeologists construct evidential claims, critically assess them, and bring them to bear on pivotal questions about the cultural past. Book excerpt: A history of a political practice through which East Africans have sought to create calm, harmonious polities for five hundred years. “To speak and be heard” is a uniquely Ugandan approach to government that aligns power with groups of people that actively demonstrate their assent both through their physical presence and through essential gifts of goods and labor. In contrast to a parliamentary democracy, the Ugandan system requires a level of active engagement much higher than simply casting a vote in periodic elections. These political strategies—assembly, assent, and powerful gifts—can be traced from before the emergence of kingship in East Africa (ca. 1500) through enslavement, colonial intervention, and anticolonial protest. They appear in the violence of the Idi Amin years and are present, sometimes in dysfunctional ways, in postcolonial politics. Ugandans insisted on the necessity of multiple voices contributing to and affirming authority, and citizens continued to believe in those principles even when colonial interference made good governance through building relationships almost impossible. Through meticulous research, Holly Hanson tells a history of the region that differs from commonly accepted views. In contrast to the well-established perception that colonial manipulation of Uganda’s tribes made state failure inevitable, Hanson argues that postcolonial Ugandans had the capacity to launch a united, functional nation-state and could have done so if leaders in Buganda, Britain, and Uganda’s first governments had made different choices.

Book excerpt: This account of the financial crisis of 2008–2009 compares banking systems in the United States and the United Kingdom to those of Canada and Australia and explains why the system imploded in the former but not the latter. Central to this analysis are differences in bankers’ beliefs and incentives in different banking markets. A boom mentality and fear of being left behind by competitors drove many U.S. and British bank executives to take extraordinary risks in creating new financial products. Intense market competition, poorly understood trading instruments, and escalating system complexity both drove and misled bankers. Formerly illiquid assets such as mortgages and other forms of debt were repackaged into complex securities, including collateralized debt obligations (CDOs). These were then traded on an industrial scale, and in 2007 and 2008, when their value collapsed, economic activity fell into a deep freeze. The financial crisis threatened not just investment banks and their insurers but also individual homeowners and workers at every level. In contrast, because banks in Canada and Australia could make good profits through traditional lending practices, they did not confront the same pressures to reinvent themselves as did banks in the United States and the United Kingdom, thus allowing them to avoid the fate of their overseas counterparts. Stephen Bell and Andrew Hindmoor argue that trading and systemic risk in the banking system need to be reined in. However, prospects for this are not promising given the commitment of governments in the crisis-hit economies to protect the “international competitiveness” of the London and New York financial markets.

The headline referred to a virulent press campaign against Neil Kinnock's Labour party, and dramatically highlighted one of the chief features of British politics during the twentieth century - the conflict between a socialist Labour party and a capitalist popular press. Labour's frequent complaints of the political and electoral unfairness of newspaper bias meant that some commentators considered that this dispute had a heritage as old as the party itself.
