The Commission reviewed organizational structures with respect to security, privacy and the individual, screening procedures of various kinds, physical and industrial security, and security of information. Recommendations of the Report included : 1) that the formulation of security policy and procedures be assigned to a new security secretariat within the Privy Council; 2) that a new, civilian security agency replace the RCMP Security Service to undertake operational and investigative functions; and 3) that an independent, Cabinet-appointed review board be established to investigate complaints about security decisions affecting employment, landed immigrant and citizenship status. Other recommendations were made concerning : screening procedures for government employees, immigrants and prospective citizens; security classification of documents; and physical, industrial and departmental security.
