Book excerpt: Adapting to the changes that occurred in the strategic environment after the end of the Cold War and in order to solve its security needs Romania's fundamental national interest is to join NATO the single structure capable of providing guarantees for peace and stability in its regional area of interest. To achieve this interest Romania started to implement a comprehensive reform process in all domains of national power - political economic military and psychological. In the military realm the main policy by which the reform is applied is the transformation of the Armed Forces. Through this process Romania aims to create a compact efficient and flexible military force that is fully capable of meeting its national security needs and NATO's expectations as a full Alliance member. This paper analyses Romania's objectives for its Armed Forces transformation envisages ways and means leading to their achievement and recommends a possible option that can be considered.

Book excerpt: As a NATO member, Romania must transform its military forces in order to meet the interoperability requirements and operational capabilities set by NATO in deployability, sustainability, survivability and C4ISTAR systems. These areas require capabilities-based forces able to perform full-spectrum operations ranging from peacekeeping, stability and reconstruction missions to major combat operations. By employing the Army Force Management and the Universal Joint Task List the study examines the development of the Romanian Army's current and programmed capabilities and identifies capability gaps, capability needs, and DOTMLPF solutions that might contribute to reducing the force planning shortfalls. The study is a useful assessment tool of the Romanian defense capabilities which can be applied to analyze the defense transformation of other Central and Eastern European countries that went through a similar defense transformation process.

Book excerpt: The transformation of the political relations in Europe at the dawn of the 21st Century resulted in deep changes in the concept of security and collective defense. In the context of NATO enlargement, Romania, like other Central and Eastern European countries, reconsidered its political and strategic position in this new environment, started profound reforms in its security institutions and continues to consolidate the democratic statecraft. This thesis examines the Steps Romania, as an aspiring country, has to complete for the admission into the Alliance. The analysis mainly focuses on the process of defense resource allocation and reorganization of the Armed Forces as requirements imposed by NATO through the concept of the Membership Action Plan. A detailed description of the defense resource allocation process is presented and analyzed against relevant theory on policy analysis and contemporary budgeting systems, in particular PPBS. The analysis concludes that through the implementation of the new defense resource management system and reorganization of the Armed Forces, Romania can meet its defense needs and become an important military contributor to NATO.

Book excerpt: This report is presented prior to the NATO Summit at Bucharest in April 2008 and examines the status of NATO in dealing with the security environment that exists in Europe today. The situation in Afghanistan offers a key test of the strengths and failings of the NATO Alliance. To bring stability and encourage development and reconstruction in this region requires a long-term military and financial commitment on the part of the Alliance. Failure in Afghanistan may diminish the effectiveness of NATO and undermine allied unity, perhaps pushing the United States to question the purpose of NATO itself. The Bucharest Summit will have to address a number of issues in respect of Afghanistan, including the need to generate sufficient military forces to carry out operations. NATO faces broader questions about its role and relevance in the 21st century, and the Defence Committee believes it needs to launch a far-reaching review of its strategic concept, setting forth a future role and purpose. NATO's willingness to fulfil a global role is critical to the continued support of the United States. NATO has shortfalls across a range of specific military capabilities which are seen as compromising its ability to mount and sustain the expeditionary operations that underpin the Alliance. The creation of the NATO Response Force is seen as representing a significant achievement but it needs to be financed out of NATO Common Funding. The Committee states that NATO's biggest shortfall is a lack of political will, where a large and growing gap exists between the United States and the European members in defence spending. The Committee further states that the relationship between NATO and the EU is plagued by mistrust and characterised by unhealthy competition. Improving communication and cordination between the two is seen as essential. The Committee views NATO as indispensable to the Alliance.

Based on an analysis of military education institutions in the UK, Germany, Finland, Romania and the Baltic States, this book demonstrates that the convergence of European military cultures since the end of the Cold War is linked to changes in military education. The process of convergence originates, at least in part, from the full or partial adoption of a new concept by post-commissioning professional military education institutions: the National Defence University. Officers are now educated alongside civilians and public servants, wherein they enjoy a socialization experience that is markedly different from that of previous generations of European officers, and is increasingly similar across national borders. In addition, this book argues that with the control over the curricula and graduation criteria increasingly set by civilian higher education authorities, the European armed forces, while continuing to exist, and hold significant (although declining) capabilities, stand to lose their status as a profession in the traditional sense. This book will be of much interest to students of military, European security policy, European politics, and IR in general.
