Scholarship on the Roma in German-speaking countries has focused mostly on the portrayal of “Zigeuner/Gypsies” in literature by non-Roma and on persecution during the Nazi period. Rarely have scholars examined the actual voices of Roma to glean their perspectives on their social interactions and customs. Without such studies the Roma appear passive in the face of their long and troubled history. With a basis in theories of intersectionality, subalternity, and cultural hybridity, Roma Voices in the German-Speaking World rectifies this image of passivity by analyzing autobiographies, folktales, and novels by Roma, thereby promoting a better understanding of the multifaceted and multifarious cultures alive today in Germany, Austria, and Switzerland. In documenting their voices, Roma writers unveil the large extent to which their personal lives, their social interactions with other Roma and non-Roma, and the images they project of their values and traditions are highly influenced by gender and ethnicity. Anthropological and historical studies have frequently portrayed Romani groups as displaying a patriarchal social structure with highly demarcated roles for men and women. In contrast, the significant parts that both men and women play in disseminating autobiographical, fictional, and historical narratives challenge this ubiquitous notion of largely patriarchal Romani cultures. The insights that both sexes provide on the relationship between gender and ethnicity in the context of cultural taboos, norms, and expectations unveil the complexities and diversities inherent in any minority group and its relationship to the dominant society.

This ethnic minority group represents a much higher share by numbers, too, in some regions going above 20% of the population. This enormous social and political problem cannot be solved without proper historical studies like this book, the most comprehensive history of Gypsies in Romania. It is based on academic research, synthesizing the entire historical Romanian and foreign literature concerning this topic, and using lot of information from the archives. The main focus is laid on the events of the greatest consequence. Special attention is devoted to aspects linked to the long history of the Gypsies, such as slavery, the process of integration and assimilation into the majority population, as well as the marginalization of Gypsies, which has historic roots. The process of emancipation of Gypsies in the mid-19th century receives due treatment. The deportation of Gypsies to Transnistria during the Antonescu regime, between 1942-1944, is reconstructed in a special chapter. The closing chapters elaborate on the policy toward Gypsies in the decades after the Second World War that explain for the latest developments and for the situation of this population in today's Romania.

Book excerpt: In Central Europe, limited success in revisiting the role of science in the segregation of Roma reverberates with the yet-unmet call for contextualizing the impact of ideas on everyday racism. This book attempts to interpret such a gap as a case of epistemic injustice. It underscores the historical role of ideas in race-making and provides analytical lenses for exploring cross-border transfers of whiteness in Central Europe. In the case of Roma, the scientific argument in favor of segregation continues to play an outstanding role due to a long-term focus on the limited educability of Roma. The authors trace the long-term interrelation between racializing Roma and the adaptation by Central European scholars of theories legitimizing segregation against those considered non-white, conceived as unable to become educated or "civilized." Along with legitimizing segregation, sterilization and even extermination, theorizing ineducability has laid the groundwork for negating the capacity of Roma as subjects of knowledge. Such negation has hindered practices of identity and quite literally prevented Roma in Central Europe from becoming who they are. This systematic epistemic injustice still echoes in contemporary attempts to historicize Roma in Central Europe. The authors critically investigate contemporary approaches to historicize Roma as reproducing whiteness and inevitably leading to various forms of epistemic injustice. The methodological approach herein conceptualizes critical whiteness as a practice of epistemic justice targeted at providing a sustainable platform for reflecting upon the impact of the past on the contemporary situation of Roma.

Today Gypsies can be found in countries throughout the world, their distinct culture still intact in spite of the intense persecution they have endured. This authoritative collection brings together leading Gypsy and non-Gypsy scholars to examine the Romani legal system, an autonomous body of law based on an oral tradition and existing alongside dominant national legal networks. For centuries the Roma have survived by using defensive strategies, especially the absolute exclusion of gadje (non-Gypsies) from their private lives, their values, and information about Romani language and social institutions. Sexuality, gender, and the body are fundamental to Gypsy law, with rules that govern being pure (vujo) or impure (marime). Women play an important role in maintaining legal customs, having the power to sanction and to contaminate, but they are not directly involved in legal proceedings. These essays offer a comparative perspective on Romani legal procedures and identity, including topics such as the United States' criminalization of many aspects of Gypsy law, parallels between Jewish and Gypsy law, and legal distinctions between Romani communities. María Sierra uses the first section of the book to provide a much-needed critical overview and synthesis of the fragmented research and scholarship in the area that has been conducted in various languages. In the second section, Sierra shines a light the autobiographical accounts of several Roma survivors of the Nazi genocide in order for the voices of the victims who have claimed recognition and rights for the Roma people to be heard. This journey through the memories of Philomena Franz, Ceija Stojka, Lily Van Angeren, Otto Rosenberg, Walter Winter and Ewald Hanstein, in addition to other testimonies, is contextualized within the framework of other Holocaust survivors' memoirs and has been approached from a history of emotions perspective. With the Romani people having been denied recognition as victims of Nazism after the end of the war, this book crucially helps to bring about agency for the survivors, supporting their struggle for the right to memory in the process.

Nowhere is this more evident than in the case of postcolonial diasporas such as Travellers, Roma and other “traditionally” nomadic groups, groups whose migrations have served to accelerate the reconfiguring of (hitherto) dominant cultural narratives. This book explores the manner whereby the migrant experience as relating to Ireland and as relating to Irish Travellers and Roma has been analysed and represented. While the essays in this volume have a particular focus on the experiences of Irish migrants and the people sometimes referred to as the “old Irish” or the “new Irish”, they also have a strong resonance with other recent explorations of the hybrid and diverse discourses that are the narratives of many Western countries today.
