Managing the increasing competition between these services, and balancing different stakeholders’ interests, requires efficient allocation of land resources.

Book excerpt: This book proposes a method to solve land use problems, and has made some significant contributions to the land use analysis and optimization study fields. Firstly, three spatio-temporal logit models for land use change analysis, namely, geographically and temporally weighted logit model (GTWLM), spatio-temporal panel logit model (ST-PLM) and generalized spatio-temporal logit model (GSTLM), are proposed. GTWLM, which considers spatio-temporal non-stationarity, includes temporal data in a spatio-temporal framework by proposing a spatiotemporal distance. ST-PLM incorporates the spatio-temporal correlation and individual effect in one model. By integrating GTWLM and ST-PLM, the GSTLM explores spatio-temporal non-stationarity and correlations simultaneously, whilst considering their individual effects to construct an integrated model. Secondly, a MOO-based two-level spatial planning of land use is proposed. The spatial planning aims at managing and coordinating the land use at different geographic extents and involves spatial layouts and structures of land use at different levels. In spatial planning, GIS and Remote Sensing are used to evaluate, analyze, and measure environmental, economic and social issues. The quantitative relationships between these objectives and spatial land use allocation are then used as rules in the MOO process to simulate environmental conditions under different spatial land use allocation scenarios. The book features a case study of Shenzhen city, the most important Special Economic Zone in China. This book will be of interest to academics and professionals in the fields of urban planning, land resource management, remote sensing and geographic information systems.

Book excerpt: In Indonesia, logging and oil palm concessions attributed by the government have caused high rates of deforestation and forest degradation. Community land rights have been generally ignored, on the pretext of development needs and general interest. In reaction, a growing number of civil society organizations (CSOs) have addressed these environmental and social issues at the national level. With the introduction of the decentralization process following the fall of the dictator Suharto in 1998, land-use planning became relevant at the province and regency levels. The Kapuas Hulu regency in West Kalimantan revised its land-use plan in 2010. A variety of CSOs have tried to influence land-use planning (LUP) processes and community land-rights issues in Kapuas Hulu. Few international conservation NGOs have used soft lobbying approaches with the Kapuas Hulu Government. They contribute to the policy decision-making process and to field project implementation. At the same time, at the province scale, a large Indonesian CSO coalition challenged the government and criticized the lack of civil society participation and community land-rights recognition during the LUP process. Thus, CSOs play various roles in LUP and community-rights issues using different strategic approaches at different scales.

Changes both in how land is used by people (land use) and in the vegetation, rock, buildings, and other physical material that cover the Earth's surface (land cover) can be described and future land change can be projected using land-change models (LCMs). LCMs are a key means for understanding how humans are reshaping the Earth's surface in the past and present, for forecasting future landscape conditions, and for developing policies to manage our use of resources and the environment at scales ranging from an individual parcel of land in a city to vast expanses of forests around the world. Advancing Land Change Modeling: Opportunities and Research Requirements describes various LCM approaches, suggests guidance for their appropriate application, and makes recommendations to improve the integration of observation strategies into the models. This report provides a summary and evaluation of several modeling approaches, and their theoretical and empirical underpinnings, relative to complex land-change dynamics and processes, and identifies several opportunities for further advancing the science, data, and cyberinfrastructure involved in the LCM enterprise. Because of the numerous models available, the report focuses on describing the categories of approaches used along with selected examples, rather than providing a review of specific models. Additionally, because all modeling approaches have relative strengths and weaknesses, the report compares these relative to different purposes. Book excerpt: In Latin America, a territorial cadastre is a public registry that manages information relating to parcels of land. As an institution, the cadastre is common in many countries, although it does not exist in the United States. The cadastre plays a key role in urban planning and property valuation in Latin America. An increasing number of jurisdictions in Latin America have begun to move from the orthodox cadastre model imported from Europe to the multipurpose cadastre (MPC) model. An MPC is based on a partnership of stakeholders committed to generating extensive, detailed, and up-to-date information about a city. In addition to legal, economic, and physical characteristics contained in the orthodox cadastre, an MPC also shares alphanumeric data, maps, and human and financial resources. In recent years, conditions in many countries of Latin America have favored the implementation of MPCs at reasonable cost. This report describes the past, present, and potential future role of cadastres as a land policy tool in Latin America. It describes how national, regional, and local jurisdictions across Latin America have used updated orthodox and/or multipurpose cadastres to strengthen urban financing and inform planning decisions. The following set of practices and policies will facilitate the implementation of an MPC. Assess and utilize existing data. Use existing technology to the fullest, and explore free software alternatives. Coordinate actions and databases with the greatest number of partners possible. Incorporate data on informal settlements in cadastre maps and characterize the parcels in the alphanumeric database.
