Book excerpt: With the exception of oceans, boundaries are artificial, man-made divisions of geography that many times make little sense and sometimes no sense at all. For example, why does the northern boundary of Minnesota protrude into Canada? Why does West Virginia have two panhandles? Why do Pennsylvania and Delaware have a common boundary that is a circle segment? Why do the boundaries of Colorado, Wyoming and Utah consist entirely of lines of latitude and longitude? The answers to these questions and many more can be found in this book, which explains why and how state boundaries are placed where they are. It begins with an introduction that provides general information about boundary placement, colonial boundaries, formation of territories, surveying and Supreme Court rulings. The 50 states are divided into ten regions (New England, Mid-Atlantic, Upper South, Lower South, Great Lakes, North Central, South Central, Rocky Mountain, West, and Noncontiguous). The text for each state begins with an overview of that state's boundaries that becomes more specific as its different boundaries are considered. The appendices include interesting facts about each state, citizen and state nicknames, and dates territories were created and states entered the Union. Richly illustrated with 138 maps.

While sometimes boundary lines follow topographic or biological features, more often they follow the straight lines of political dictate and compromise. Administrative boundaries nearly always fragment a landscape, resulting in loss of species that must disperse or migrate across borders, increased likelihood of threats such as alien species or pollutants, and disruption of natural processes such as fire. Despite the importance and ubiquity of boundary issues, remarkably little has been written on the subject. Stewardship Across Boundaries fills that gap in the literature, addressing the complex biological and socioeconomic impacts of both public and private land boundaries in the United States. Book excerpt: With respect to "controversies between two or more states," the U.S. Constitution grants original jurisdiction to the U.S. Supreme Court, and in 1789 Congress made exclusive the Court's jurisdiction over interstate disputes. In this book, Joseph F. Zimmerman examines the role of the Supreme Court in settling disputes between states, the criteria developed by the Court to determine whether its original jurisdiction should be invoked, and the function of special masters, who, as adjuncts to the Court, facilitate negotiated settlements or provide the factual information needed by the Court to render sound decisions. Zimmerman analyzes a wide range of specific disputes, from boundary lines to financial matters to water allocation, diversion, and pollution. To alleviate the Court's exceptionally heavy and critically important appellate workload, the author proposes alternative mechanisms for resolving controversies between sister states, including interstate boundary compacts, interstate regulatory compacts, and several congressional initiatives.
