Book excerpt: È affermazione ormai condivisa che la cultura rappresenti il c.d. quarto pilastro dello sviluppo sostenibile e che la valorizzazione del patrimonio culturale possa avere un impatto positivo sull’economia dei territori. Ma in quali istituti giuridici si traducono queste affermazioni? Quali norme l’ordinamento prevede affinché tali principi si traducano in azioni concrete? Quali sono le condizioni di contesto indispensabili perché quelle pratiche siano replicabili? Obiettivo di questo studio è rispondere alle seguenti domande dalla prospettiva specifica delle aree interne, come definite nell’ambito della Strategia nazionale per le aree interne (SNAI), con l’obiettivo di verificare se, ed a quali condizioni, l’applicazione dell’economia circolare (e del riuso) possano contribuire ad una valorizzazione più sostenibile del patrimonio culturale e se da ciò possano derivare benefici per lo sviluppo di questi territori. La prima parte del lavoro è dedicata alla ricostruzione della relazione tra aree interne e diritto amministrativo, da un lato, e della nozione di patrimonio culturale con specifico riguardo al contesto delle aree interne. Nella parte centrale del lavoro si analizza la disciplina della valorizzazione del patrimonio culturale delle aree interne, anche alla luce dei principi elaborati in ambito internazionale ed europeo, per evidenziarne le ragioni di specialità. La tesi che si sostiene è la necessaria riconsiderazione della nozione di patrimonio culturale, che ne evidenzi l’eterogeneità e le istanze di differenziazione (in considerazione dello stato e del contesto nel quale i beni si trovano) e contestualmente una revisione degli strumenti di valorizzazione dalla prospettiva della fruizione, attraverso il richiamo ai principi dell’ordinamento internazionale e dall’altro ad istituti delineati al di fuori del Codice dei beni culturali, che mostrano una sempre più chiara affermazione del riuso e della rigenerazione come forme alternative di valorizzazione del patrimonio culturale.

Book excerpt: The nEU-Med project is part of the Horizon 2020 programme, in the ERC Advanced project category. It began in October 2015 and the University of Siena is the host institution of the project. The project is focussed upon two Tuscan riverine corridors leading from the Gulf of Follonica in the Tyrrhenian Sea to the Colline Metallifere. It aims to document and analyze the form and timeframe of economic growth in this part of the Mediterranean, which took place between the 7th and the 12thc. Central to this is an understanding of the processes of change in human settlements, in the natural and farming landscapes in relation to the exploitation of resources, and in the implementation of differing political strategies. This volume presents the multi-disciplinary research focussed upon the key site of the project, Vetricella, and its territory. Vetricella is thought to be the site of Valli, a royal property in the Tuscan march. It is the only Early Medieval property to be extensively studied in Italy. Located on Italy’s Tyrrhenian coast, the archaeology and history of this site provide new insights on estate management, metal production and wider Mediterranean relations in the later first millennium. Apart from reports on the archaeology, the finds from excavations and environmental studies, three essays consider the wider European historical and archaeological context of Vetricella. Future monographs will feature studies by members of the project team on aspects of Vetricella, its finds and territory.
